If the balt. hierarchy had all the categories of the dc. one, cross-posting
should hopefully decrease.  Right now if someone  wanted to post about a
Baltimore eatery he/she wouldn't be that illogical to post to "dc.dining" and
"balt.general", but if the "balt.dining" newsgroup existed, they could just
post there...
