balt.config is supposed to be limited to messages concerning
news administration for the balt newsgroups, nothing else.

For Sale and general messages make the posters look foolish ...

should be reserved to those doing the administration.

Tradition says its where talk and votes about creating news groups goes.
Its not about the administration of a particular news server,
it is about which groups exist as balt.this or balt.that .

Who gets to vote?? I've been in newsgroups for 15 yrs and never have seen
these things done publicly, it always done behind the scene. As a Bell
Atlantic employee I know damn well Bell Atlantic.net is a new player to the
newsgroup and really shouldn't be setting policy. The descisions you discuss
really aren't made publicly so this list really serves not purpose on a
public list. In fact these 3 messages are the only ones I've ever seen on
the list, not that I belong if often or for long periods.

Anyone & everyone can vote, and usually they do.
Look up what an RFD and CFV are, then go ahead and issue your own RFD.

Anyone with a unique mail address who reads news can vote.
It needs someone who cares enough to count the votes and it
takes a little tech. skills to issue the create-group msg
to make anything happen though.
