I'd expect that to be raising an alarm on the telco side though (and perhaps it is but its being ignored). There wouldn't appear to be anything more you can do (except document what you have done to the telco which may or may not get you anywhere ...). There may also be finger pointing going on between your ISP and Bell (the old "its your fault" game by both of them). I know from experience that it can be very hard to get the attention of a telco ...
