As is indicated in the attached message, CA*net is having substantial
difficulties.
 - The link from Toronto to Ithaca is heavily loaded, with traffic
which includes the video feed from the IETF.
 - The mrouted software running in the CA*net routers to handle the
multicast video traffic may be causing problems.
 - The CA*net routers are suffering from unexpected and unpredictable
problems which seem to show up only under heavy load situations.
 - The router in Ithaca which handles the Toronto link may be experiencing
   hardware problems.
 - The link from Toronto to Ithaca has suffered from several outages
   over the past week.
 - There seems to be a routing problem which is affecting access from
BCnet to CA*net. This seems to be aggrevated by the extra load placed
on the Vancouver-Seattle link when the Toronto-Ithaca link is down
and CA*net traffic to the NSFNET is re-routed to Vancouver.
 - When our traffic can travel to the NSFNET via Seattle, this traffic
seems to suffer from a significant packet loss which may be caused
   by routing problems.

All in all the service we are getting from CA*net to access the rest of
Canada and the NSFNET has been unsatisfactory for the past week. The
traffic generated by the video link from the IETF promises to place
extra load on the network for the remainder of this week too, and seems
to be making an already bad situation worse.

I have been in touch with the CA*net staff and impressed upon them the
urgency of fixing these problems. The first step they are taking is to
change the software in the CA*net routers in Vancouver to try to fix one
of the routing problems we are seeing. They are trying to complete this
change tonight.

29-Mar 19:45 UTC. We are experiencing problem with the xpsp.on CA*net router
in Cornell, Ithaca. The cause of problem is under investigation.
During this outage, traffic which would normally use this link is being
rerouted via the Vancouver-Seattle and Montreal-Princeton circuits.
Due to heavy traffic going through Montreal and Vancouver to NSFnet,
we are experiencing some routing instability.

Sam Pun, Network Operations Centre.
