Sorry for the lateness, I am not used to getting replies to this regular 
posting.

"no harm is done by its chaos.... " The very chaos of the 800 pound gorilla 
of Usenet -- alt.* -- has caused the newsgroup creation process to generally 
be ignored by the people who run news servers unless a new newsgroup is 
created by a recognized authority for the hierarchy. I provide the creation 
ability for bc and van.

As far as true control, moderation, and dominance of bc and van, it is not 
possible for anyone to truly "police" any part of Usenet and any effort to 
do so ultimately becomes futile.
