Some of you may be physically - and feel mentally - remote from Vancouver, the North Shore, and the current discussion here about whether, and if so how, to upgrade the Lions Gate Bridge. There's plenty to say on the main issue, on both (or several) sides. But there seems to be general agreement that the considerable cost of any upgrade would have to be recovered with tolls. With which we come at last to my point, that nobody seems to be thinking about the effect that collecting these tolls would have. The North Shore approaches, the only place tolls could be collected and the site of the old plaza, are totally filled with merging traffic at today's volumes. There would be a massive job to do constructing a new plaza and, more important, massive dislocation of rush hour traffic. And if I know Greater Vancouver, the planning would be towards minimizing the construction and maximizing the dislocation with some piddling number of toll booths.
