Other sources of help (in Victoria; similar resources MUST! exist in Vancouver)
I found by checking the "blue" pages in the B.C. Telephone Directory:
 - Ministry of Social Services & Housing
   1. Minister's Office, Victoria, 387-1187
   2. Help Line For Children, call operator (no charge), ask for Zenith-1234.
   3. General Inquiries, Victoria, 387-6485
   4. Family and Children's Services, District Offices, Victoria West Area
      Office, 387-4499.

Also, consider Eddie, himself. Why would he be under the supervision
of a social-worker? What "special" needs have put him under a care program?

Please rest assured that, last month, I referred Lyle's previous posting
to a trusted colleague within the Social Services Ministry.
I have checked with my colleague, and I am satisfied with the outcome
of my referral. I hesitate to state anything more in this forum,
due to client-confidentiality between Eddie and the Social Services Ministry.
