U.S. Army
AN/GSC 52V(II) Earth Terminal
Space & Terrestrial Communications Directorate
Fort Monmouth, New Jersey 07703
Chief RF/IF Satellite Communication Technician and Operator
Arrived at Fort Monmouth after completing U.S. Army satellite technician
training in 1992 and began duty. Fort Monmouth is the primary Integrated
Test Facility for Army satellite programs. Digital and Spread Spectrum
technologies are developed, tested and certified at this facility. Fort
Monmouth also serves as an integral part of a global satellite
certification net for new terminals, systems and components.
After six months at the terminal, promoted to Primary Tools and Test
Equipment Manager. After twelve months at terminal, promoted to Assistant
Chief Technician. After twenty months at terminal, promoted to Chief
Technician. After twenty-four months at terminal, promoted to Earth
Terminal Manager. After thirty-six months at terminal, promoted to
Non-Commissioned Officer. Promoted to Primary Technical Trainer for
military personnel at earth terminal. Primary terminal liaison between
military and civilian engineers/management.
RESPONSIBILITIES:
Accountable for $3.6 million earth terminal and associated sub-systems,
equipment, parts, tools and furnishings.
Developed and refined a technical program to diagnose and repair/restore
communication links. This included training staff in diagnostic techniques
and the proper documentation of alignments, repairs or adjustments to RF/IF
systems-amplifiers, frequency converters, beacon tracking equipment,
modems, multiplexers, spectrum analyzers, frequency counters, power meters
and Fiber test equipment.
Scheduled, performed and supervised maintenance procedures for the entire
earth terminal to include documentation of activities, calibration of test
equipment and the proper accounting/restocking of a 300 line item supply
worth in excess of $1 million.
Provided technical/operational input to engineering staff with regard to
digital RF/IF system design changes. Received, installed and tested new
equipment. Collated test data for submission to Project Management.
Recorded necessary changes to technical manual, procedures and
measurements.
Primary fiber technician for earth terminal.
ACHIEVEMENTS:
Identified and changed improper alignment levels in the High Voltage
Amplifier configuration procedures which led to savings in excess of
$100,000 annually. Demonstrated that incorrect RF calibration input signal
was causing premature failure of Traveling Wave Amplitude tubes(Varian and
Teac).
Spearheaded effort to prevent initial purchase of High Voltage test cabinet
which exceeded $3 million for purchase and several million dollars during
the LOE for maintenance and calibration. Documented how earth terminal
sites could purchase needed equipment locally from DOD and also that much
of the planned equipment in High Voltage test cabinet was redundant for
most end-users. Provided cost analysis, current inventory and alternative
plan for meeting project goals to Project Management.
Identified RF leakage from Low Power amplifier cabinet which, when
corrected, eliminated spurious emissions that had previously gone
unexplained. These emanations caused 2 tactical SHF terminal certifications
to be incorrectly characterized. Cost savings after fix amounted to at
least $5,000 per terminal certification due to a quicker, more efficient
test process.
Assisted civilian Project Managers(GM-15) in reducing engineer staff
overtime costs by adapting military work schedules around projected
overtime-certification testing requirements. Contributed to savings of at
least $600/day during testing of new satellite assets. As staffing levels
were decreased from 15 to 4 personnel, the output of the remaining staff
was strengthened by cross-training the remaining people in the various
aspects of terminal operations. Results: staff levels down, completed
projects increased 250% and funds generated for operational supplements to
DOD funding increased 40% over a 2 year period.
Implemented elementary school community outreach program whereby military
personnel would demonstrate satellite communications capabilities to
math/science students. Demonstrators would speak to classes, field
questions and educate the pupils in the advancements in communications.
This program was valuable for enhancing Fort Monmouth's relations with the
surrounding neighborhoods.
SPECIAL SKILLS and ABILITIES:
Spread Spectrum equipment maintenance/operational experience.
Fiber Optic connectorization/splicing, maintenance and alignment
certification.
Fiber Optic LAN topology/installation experience.
FDMA, TDMA, Cesium Timing and Tactical Digital Satellite Communication
development experience.
Held United States Army Non-Commissioned Officer and leadership positions.
CREDO:
Motivating your people to engage in creative, independent action, is
paramount for the technical manager. System certification, installation and
the development of Hi-Tech assets is best accomplished with an informed,
well trained workforce. Educating your staff about the goals and standards
of the firm provides the framework within which your staff can asses
opportunities and develop/implement solutions.
Proficient teams, personal growth and preparation for the future reflect
the firm's attitude about its people. As technical managers, we must
"develop" our people because their flexibility, and adaptability, provides
the "edge" in quality that defines the successful Hi-Tech/Telecommunication
companies of today and tomorrow.
The pace of change, particularly in technically driven markets, demands
that the workforce constantly "refresh" and "enhance" it's base of
knowledge and expertise. The bottom line of every firm will become
increasingly intertwined with the ability of the staff to adapt to change.
A staff with a "never stop learning" attitude will reap continuous
benefits for the firm as employees build their inventory of skills,
increase their productivity and, ultimately, provide better service to the
client.
Looking forward, clients are demanding quicker, cheaper and "better"
solutions to their needs. Steady, incremental progress in maximizing
customer satisfaction and increasing efficiency will yield great rewards
for the firm and it's people by reinforcing 2 important concepts:
1. Opportunity conversion. Teams, or individuals, who are LOOKING for
ways to make improvements have "built-in" added value. They are trained to
view unexpected "problems" as opportunities to enhance the image of the
company. Long lasting relationships are nurtured by service that exceeds
the clients expectations.
2. Optimizing change. This continual refinement of projects keeps the
focus on details and assures that a positive experience will be remembered
by the client. This is a sure fire way to cement a relationship with a
positive nod to future business.
Making the most of opportunity and change is crucial to personal
development and team-building. Increasing profits and efficiency are a
by-product of a motivated, flexible workforce. When these leadership
principles are applied to business activity, employees convey a positive,
confident image to the clients. By presenting change as an opportunity for
growth, leaders can expand the abilities of their staffs and insure
continued growth in the future.
