Fast Fouurier Transforms

I have a project in which I need to do a low-definition spectrum analysis of
low-frequency signals.
The maximum frequency will be around 30Hz, and I need to see the amplitude
of four frequency bands, from 8-11Hz, 11-15, 15-21 and 21-26Hz. Sampling
speed will be in the region of 200 samples/sec.

Can anybody point me towards a source of understanding how to go about
writing it? If there is some C source code around somewhere, I'd really
appreciate that, otherwise, a pointer to a site that explains the maths?

Thanks,

Mike.
