i have an ipaq hw 6515 with a built in gps and phone i would like to
know how hard it would be to write some software so that if i dialed
the pda fom my home pc the gps would tell me where it is turning the
pda into a tracking device. i know that i would need two bits of
software one on the pda and one on my home pc.
if anyone could tell how hard it would be, what language it would have
to be in or if there is any out there that could do it.

I have no experience with mobile devices, but I think Java could do this -
if your device has a JRE. Microsoft's Mobile Internet Toolkit could be an
alternative, but then I think you'd need the .NET framework.

Try asking in comp.lang.java.programmer or
microsoft.public.dotnet.framework.aspnet.mobile
