Ik ben blijven volharden in Google (Scroogle eigenlijk) en nadat ik de
Engelstalige benaming had gevonden, nl. "uni-directional rotating bezel"
vond ik ook de functie.

Blijkbaar wordt dit ding (vooral) door duikers gebruikt, om te timen hoe
lang ze al onder water zitten. Je zet de 0 op de kleine wijzer en dan
kan je de volgende 60 minuten volgen.
