De voorsteller van de groep is Bjorn Huysentruyt alias Ian J. Dawson'a

De onafhankelijke stemmenteller is Tom De Voeght <tdv AT pandora.be> .  


CHARTER


De voornaamste reden tot het oprichten van dergelijke nieuwsgroep is het
samenbrengen van postings, die nu her en der verspreid zijn, het is de
bedoeling om een nieuwsgroep te cre�ren die door iedereen bereikbaar is,
gezien nu te veel discussies via e-mail noodgedwongen moeten worden gevoerd.



DOEL


Deze nieuwsgroep heeft tot doel alle mensen die een mening willen
verkondigen over cult, science fiction, fantasy, horror, magic, conspiracy,
unexplained phenomena, weird science etc. een forum aan te bieden waar zij
hun visie kunnen toetsen aan die van mensen met een gelijkaardige interesse.


De omschrijving en het handvest van deze nieuwsgroep is :

=======STEMPROCEDURE=======


Er kan gestemd worden vanaf donderdag 8 februari 2001 (0:00  CET) tot en met
woensdag 28 februari 2001 (23:59 CET). Het stembureau zal dus 3 weken geopend
zijn. Er kan op de volgende manier gestemd worden: Stuur een mail naar

be-sf@vote.iguana.be

met in het subject minstens de term 'CFV' en in de body van het bericht 1 (en
niet meer) van de volgende regels:


- Ik stem VOOR  be.sf
- Ik stem TEGEN  be.sf
- Ik trek mijn stem in  be.sf
- Ik stem BLANCO  be.sf


Dit kan het eenvoudigste gebeuren door een reply te geven op dit artikel en
alles behalve de gewenste regel te verwijderen. Uw ingediende stem, moet
door een geldig reply-adres worden ingediend, waarbij elke spam-beveiliging
is verwijderd. Een beveiligd From-adres, wordt niet aanvaard. Binnen de 24
uur na inzending van uw stem ontvangt u een ACK van het stembureau. Indien u
die niet ontvangt, kan er iets mis zijn met uw afzenderadres of uw mailtje
is niet aangekomen op het stembureau. In beide gevallen kunt u, na controle
van uw mail instellingen, nogmaals uw stem uitbrengen. De laatst
uitgebrachte stem zal te allen tijde geldig zijn. De stemming is openbaar.


Tussentijds worden lijsten gepubliceerd van de personen die gestemd hebben.
In de lijst die na afloop van de CFV wordt gepost, wordt tevens vermeld wat
iedereen gestemd heeft. Deze lijst wordt normaal gezien gepubliceerd op 3
maart 2001. De nieuwsgroep be.sf zal worden aangemaakt indien er tenminste 30
meer JA-stemmen zijn dan NEEN-stemmen en indien minstens 2/3 van de stemmers
JA gestemd hebben. Indien de nieuwsgroep niet kan worden opgericht, dan mag
er geen voorstel tot aanmaken van dezelfde of gelijkaardige groep binnen de
zes maanden worden ingediend.


Gelieve deze posting niet verder te verspreiden.

======= HOW TO VOTE ? =======


Votes are allowed starting from February, the 8th 2001 (0:00 CET) until
February, 28th 2001 (23:59 CET). This means you will be able to vote during 3
weeks. Voting can be done by sending a mail to : 

 be-sf@vote.iguana.be 

with a subject at least the word 'CFV' and in the body of the message 1 and only
ONE of the following :


- I vote YES for be.sf
- I vote NO for be.sf
- I withdraw my vote for be.sf
- I vote BLANCO for be.sf


An easy way to vote is replying to this message and to erase everyting
except your choice among the above votes. Your vote must be accompanied by a
valid e-mail address in witch all anti-spam portection is removed. A
non-accessible from-address will not be accepted. Within 24 hours after
sending your message you will receive an ACK from the votetaker. If you do
not receive such a message something probably went wrong. In that case,
please check your mailer configuration and then resend your vote. Your last
vote will always be your definite vote; previous votes will be cancelled
automatically. The voting is public. Every week a list will be posted in the
abovementioned newsgroups holding all voters. On the 3th of March 2001 a
definite list will be published stating the people that voted AND their
votes. There must be at least 30 more YES than NO votes and more than 2/3 of
the votes must be YES votes in order to be able to create this group. If the
group is rejected, there may not be a new try within 6 months for this or an
equal group. Please do not spread this posting any further.

CHARTE
La raison principale � la cr�ation d'un tel groupe (be.sf) est la
centralisation de courriers actuellement diffus�s de ci, de l�, de fa�on
disparate ou dispers�e. La cr�ation d'un tel groupe est indiqu� compte tenu
du fait que trop de discussions doivent encore s'effectuer par e-mail ou par
des voies d'echanges plus lentes ou encore non accessibles � tous.


BUT
Ce groupe de discussion a pour but d'offrir un espace d'echanges, un forum
pour toutes les personnes d�sireuses de manifester, communiquer, confronter
une information, une opinion sur le sujet de cult, science-fiction,
fantastic, horreur, magie, conspiration, UFO's, science strange etc.


be.sf est destin� aux discussions ayant trait aux science-fiction, fantasy
et plus.

Les votes sont autoris�s du 8 f�vrier 2001 (0:00 CET) jusqu'au 28 f�vrier 2001
(23:59 CET). Cela signifi� que vous pourrez voter pendant 3 semaines. Pour
que enr�gistrer votre vote et pour qu'il soit valable, il faut envoyer un
courrier a : 

 be-sf@vote.iguana.be 

avec le mot 'CFV' dans la rubrique 'sujet' et, dans le corps du message, 
1 (et une seule) des phrases suivantes :


- Je vote OUI pour be.sf
- Je vote NON pour be.sf
- J'ANNULE mon vote pour be.sf
- Je vote BLANC pour be.sf


Une mani�re simple de voter est de r�pondre � ce message et de tout effacer
SAUF, parmi les phrases mentionn�es ci-dessus la phrase qui repr�sentera
votre vote. Avant d'envoyer votre vote, assurez-vous que votre adresse ne
comporte pas de protection 'anti-spam'. Une adresse s�curis�e 'anti-spam' ne
sera pas accept�e. Dans les 24 heures qui suivent l'envoi de votre vote, le
preneur de votes vous confirmera qu'il a bien re�u votre vote. Si vous ne
recevez rien, c'est que probablement quelque chose s'est mal passe (exemple:
une adresse fautive). Dans ce cas, v�rifiez la configuration de votre
programme de courrier �lectronique et renvoyez votre vote. Seul votre
dernier vote sera pris en consideration et tous les pr�c�dents envois seront
annul�s. Le vote est public. Pendant toute la dur�e du CFV, des listes
reprenant les votants seront post�es dans les newsgroups mentionn�s
pr�c�demment. Au terme de la p�riode de vote,une liste definitive contenant
le nom des personnes ayant vote et leur vote sera publi�e. La cr�ation du
groupe de discussion sera autoris�e si le nombre de votes


OUI est de 30 unit�s sup�rieur au nombre de votes
NON et si au moins 2/3 des votes exprim�s le sont en faveur de cette
cr�ation.


Si la cr�ation es rejet�e, aucune tentative pour cr�er un groupe similaire
ne sera accept�e endeans les 6 mois apr�s ce refus.
