Can anybody explain why this message was bounced?
"From: inwap@best.com" (inwap@shell3.ba.best.com) is local.
"To: shogun@best.com" (shogun@shell15.ba.best.com) is local.
Whatever rule is used to determine "explicit local destination" is wrong.

Is there some new policy that says user1@best.com is not allowed to send
e-mail to user2@best.com anymore?
