Hm.  I read your notice about EXOTIC-L in rec.pets.birds, and I
saw only one public reply, suggesting that, ungated, EXOTIC-L
would compete with rec.pets.birds.  To some extent, this might
be true.  But on the other hand, perhaps there are readers of
rec.pets.birds who would prefer a quieter, lower-volume forum
in which to discuss truly exotic birds.

Before you gate your mailing list to the newsgroup, how about
asking the newsgroup if that is okay with them?

Also, you need to do some homework about how LISTSERV mailing
lists can be run.  Get the various FAQs for list administrators
and use REVIEW <listname> SHORT on several other lists to see
how they are configured.
