The bit* hierarchy is for creating a newsgroup to be gated to an existing mailing list--so some people will use the mailing list and others the newsgroup. To create a comp, misc, news, rec, sci, soc, or talk newsgroup: A RFD (Request for Discussion) is presented to news.announce.newgroups and discussion is held in news.groups. After a month of discussion a CFV (Call for Votes) is issued. To win the proposal must have 100 more YES votes than NO votes and two/thirds of the votes must be YES. See the articles "How to Create a New Usenet Newsgroup" and "Usenet Newsgroup Creation Companion", in news.announce.newusers, news.answers, news.groups If they're not there, they've probably expired at your site, and will be reposted later. They can be gotten by sending mail to mail-server@rtfm.mit.edu, with a blank subject line, and with one or more of the following commands in the message body: send usenet/news.groups/How_to_Create_a_New_Usenet_Newsgroup send usenet/news.groups/Usenet_Newsgroup_Creation_Companion You get them via anonymous ftp from rtfm.mit.edu. The path names are as given above, but with "pub/" before "usenet". Frequently this site is difficult to connect to because it's too busy. To create an alt group: A proposal is discussed in alt.config. After the discussion is finished (and there is general support) a newgroup message to create the group must be sent out. You can: 1. Ask the news administrator at your site to do this (he/she can be usually be reached by mailing to the address news or usenet; if not mail to the technical support people at the site) or 2. Post a request in alt.config that someone newgroup the group (someone will if the discussion has been positive about the proposal). See the guide "So You Want to Create an Alt Newsgroup" posted every 14 days to alt.config, alt.answers, news.answers. You can get a copy of it on the World Wide Web at: http://www.pop.psu.edu/~barr/alt-creation-guide.html or ftp://rtfm.mit.edu:/pub/usenet/alt.config/So_You_Want_to_Create_an_Alt_Newsgroup You can also get a copy by sending e-mail to "majordomo@pop.psu.edu" with the line "get file alt-creation-guide" in the body of the message.
