The bit.* newsgroup can be set to moderated by sending out a newgroup control
message specifying that the newsgroup is moderated. Realize that this control
message will make its way across the network, and at each site the admin can
choose to honor it or not honor it. Those who choose to honor it will do so 
at different times. Meanwhile, none of the mailpath sites will know about the
moderator address until David Lawrence's monthly post of moderator addresses
(he also needs to be told about the new moderator). Basically, you are
looking at a month or two of confusion and people's posts being lost, not
being distributed, etc.

Whenever possible it is best to choose when the newsgroup is set up whether 
it will be moderated or not. Changing a newsgroup from one to the other is
technically possible, but it does create a massive headache for your readers
for a couple of months.
