How do I start my own LISTSERV item?

I apologize for posting this here, but I've been searching for weeks with
no luck.

How could I find out more about actually starting my own LISTSERV item? 
I've been asking everywhere, but nobody has been returning my messages. 
I'd really appreciate your help - I want to send out a free Macintosh
newsletter that I've been faxing outward to around 400 folks here in San
Diego, and I'd like it to go global.  It's a VERY popular item (similar to
TidBITS, but more gossipy).

Thanks for any info you could spare!
