Groups in the bit.** hierarchy can be created immediately, but reach less sites (although, by this time, they reach most major sites). Groups in the "traditional" hierarchies (such as comp.**) reach almost all Usenet sites, but the process to create groups in these hierarchies is a long and complex one. The full procedure is posted in the news.** newsgroups, but the basic process is posting a Request For Discussion (RFD) during which your new group is discussed by the general Usenet community. After the discussion period (of a month or so), if the discussion was hopeful, you post a Call for Votes (CFV). During the voting period (of a month or so) you accept all votes (posting periodic lists of people who have voted so people can see you are not faking the vote). When the voting period is complete you must have significantly more "yes" votes than "no" votes. So, if you wish to gateway your list to a new comp.software.international you will have to proceed first with getting that newsgroup established. Then, if your vote is sucessful, come back here in July or August to see about getting the gateway set up. On the other hand, if you are willing to settle for bit.listserv.insoft-l (or, if Una Smith's excellent proposal is accepted, bit.software.international) then we can set up the newsgroup and gateway fairly quickly. The choice is yours. Jim McIntosh (jim@american.edu) The American University Washington, DC USA 20016-8019
