The only reason (as I understand it) that the are even 'tolerated' is due to
the fact the they grandfathered in from the early days of the net. They are
created by Eric Fair and do represent a gateway between an internet mailing
list and USENET. 

(To be quite honest, tolerate is probably to strong a word. Everytime a new
inet group is created, we undergo a two to three month 'dicussion' of whether
the inet distribution should continue to be acccepted. Do not attempt to use
inet as a precedence.)
