Not necessarily. All we reallly have to do is notify the mailpath
sites (via David Lawrence at uunet) and update the file we post
monthly. I generally send out a newgroup control message so news
admins will notice the change, but it is not required.

You'll need to go through the standard usenet procedure for establishing
a new newsgroup. The complete procedure is posted regularly to the news.*
newsgroups and involves a formal proposal, some period for discussion
and then a  vote. The whole process with take two or three months to
complete. Then, if the outcome of the vote is sucessful, the new newsgroup
can be created and the gateway changed.
