To answer the question of NETNEWS access for people abroad:
TESL-L is not going to be ONLY readable on NETNEWS/USENET for 3 reasons:
    1. Posts can only come from members of the list (it is send= private)
Our list will continue to be send= private
    2. We have many members who have no access to usenet/netnews
    3. We are part of a federal project that supports a large archive of
materials, accessible only to members of the list.

Thus, anyone who needs/wants to can continue to receive mail in the
"traditional" way, and still post as usual.

Misc.education.language.English is about "regular" English, not English as
a second language. We have tried to encourage our users to follow that
newsgroup, but they do not like it. TESL-L addresses issues that are unique
to teachers who teach non-native speakers and/or linguistics. Our list is
used as a course text in at least 10 teacher-training courses around the
world, and they all find the newsgroups that deal with "regular" English
absolutely unsatisfactory for what they want to learn. To people not in the
field of ESL/EFL, "regular" English and English as a foreign language seem
the same, but here is an example of why it's not:

Why do we say: "I'll see you *IN* September"
but: "I'll see you *ON* Sunday" ?????

This would not even come up in a class of native speakers of English, but those
concerns are crucial to non-native speakers and their teachers.

The newsgroup will be a moderated one, so that no one can post to the list
from it; it will be a read-only service that will allow our regular users
to set themselves to nomail, still be able to read the list, still be able
to post and use the archives, and still have access to the TESL-L gopher.

Since TESL-L is part of a federally-funded project, we have an advisory
board that determines what is done and not done with TESL-L.
