I'm posting the following document as part of the process for establishing
a two-way gateway between the devmedia@uoguelph.ca mailing list and a proposed
bit.listserv.devmedia newsgroup. Incoming messages from the Usenet portion
of the gateway will be subject to the moderation policy.

This document has also been posted to the devmedia mailing list for
discussion by list members.

Proposed Charter

Devmedia: Media for Development and Democracy

The Devmedia mailing list, and the proposed bit.listserv.devmedia
newsgroup, are designed to facilitate communication on topics relevant to
participatory media practice.

Participatory media projects typically seek to include communities -
usually communities that have little access to, or control over, the
mainstream media - in the production of radio, video, or television
presentations. This grassroots, inclusive, approach typically extends from
the early conceptualization phase of a project, through to the finished
product. Please note that this is not intended to be a definitive
statement on participatory media work. Rather, it is intended to give
newcomers a general idea of the framework for discussion on devmedia.

Perhaps the best way to describe devmedia is through a description of some
of the organisations already contributing to the information flow on
the channel. Organizations posting to the list include:

Videazimut - An international coalition, founded in 1990, that
brings together people from the world of independent and
alternative video and television from every continent.
Together its members act to promote the democratic practice of
communication. They aim to broaden the participation by
communities and movements from the South and North in sound
        and image production.

AMARC - The World Association of Community Radio Broadcasters.
Supports community and alternative radio stations that
involve people in participatory communication processes.

Don Snowdon Centre for Development Support Communication -
Supports the practice of using communication tools
(especially small format video) in participatory action
research and participatory development. Located at Memorial
        University, St. John's, Newfoundland, Canada.

Moderation Policy
-----------------

The primary purpose for establishing bit.listserv.devmedia as a moderated
newsgroup is to keep the group and the associated mailing list free from
gratuitously off-topic discussion or diatribe. Pyramid schemes, and religious
pamphlets are likely candidates for the dustbin. In short, if a post is
on-topic and in relatively good faith, it'll get through.

The proposed bit.listserv.devmedia newsgroup will be moderated by Don
Richardson (the devmedia mailing list facilitator) and Kent Wakely.
