Basic Requirement: Successful completion of a four year degree from an
accredited college or university with a major in biology, or a related
field of science underlying ecological research that included at least
30 semester hours in basic and applied biological sciences. These
hours must have included at least 9 semester hours in ecology, and 12
semester hours in physical and mathematical sciences. Please submit a
     transcript.

In addition to meeting the basic requirement, applicants must meet the
following to qualify for the GS-13 or GS-14 level.

GS-13: One year of specialized experience equivalent to at least the
GS-12 level in the Federal service. At the GS-12 level, assignments
are typically performed under very general supervision and with
latitude for the exercise of independent judgment. Work is of marked
difficulty and responsibility. The employee independently plans and
carries out assignments. Work is reviewed for adherence to target
completion dates, technical soundness, and conformance to
requirements. Examples of specialized experience include experience
applying the principles, practices, and concepts of wetlands ecology
to perform the full range of duties involved with the management of
wetlands research and experience applying the relationship of other
branches of science to wetlands ecology.

GS-14: One year of specialized experience equivalent to at least the
GS-13 level in the Federal service. At the GS-13 level, supervision
and guidance provided relate largely to overall objectives, critical
issues, new concepts and policy matters. Assignments are stated
broadly in terms of program objectives rather than specific
assignments. Normal technical guidelines are often inadequate, and a
high degree of originality, technical judgment, and resourcefulness is
required to establish and develop new methods, hypotheses, approaches,
concepts and/or criteria. Work is characterized by complex scope or
unusual problems requiring significant technical innovations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for all
appropriate qualifying experience, regardless of whether compensation
was received or whether the experience was gained in a part-time or
full-time occupation. Part-time or unpaid experience will be credited
on the basis of time actually spent in appropriate activities.
Candidates wishing to receive credit for such experience must indicate
clearly the nature of their duties and responsibilities in each
position and the number of hours a week spent performing such duties.

BASIS OF RATING: Applicants will be rated on the responses submitted
on FORM C, Qualifications and Availability Form. Applicants who do
not complete FORM C or who submit an incomplete application may be
