Access to UseNet from Bitnet (Earn)

A friend of mine is on a limited EARN site (plkrcy11.earn).  He's
got mail access to almost everywhere.  No telnets, pads, talks etc.,
however.  His op system is also something strange: VM/CMS or something
like that.

Question:
  How can he access UseNet news system?

Is there a server he can write to to get current .newsrc, for instance?
And how can he get the articles (and post them).
