Dear Madam/Sir,
I am a citizen of Sarajevo, Republic of Bosnia and Herzegovina,
a doctor in Environmental Science, the honour I earned at the
TECHNION - Israel Institute of Technology. Incidentally, I am
of Serbian nationality. At present I work in Germany.
In the light of the desperate situation in my country and my home
town I want to attract your attention to a solution to Yugoslav war.
In my opinion it lies in the establishment of Bosnia and Herzegovina
as an International Protectorate and you can help achieve that.
Since perpetuum mobile does not exist, growing environmental crisis is
bound to change habits and structures in the global vilage drastically.
Entropy Generators (institutions, groups and services in society
consciously resisting reorganisation or public control) are one
of the major, if not the major, obstacles hindering global change.
Traditionally they are considered to be of minor environmental
importance; unfortunately the negative impact of this social garbage
on the environment is tremendous. By blocking the desperately
needed changes the Entropy Generators are in fact becoming eco-criminals
since change(s) for the better are the only currency with which
villagers could buy more time desperately needed to understand the Earth
as a system and consequences of their interactions with it.
Examples are numerous but here focus is on Entropy Generators who resist
the change(s) by waging the civil war in ex-Yugoslavia.
Generally nationalism is recognised as the cause of this war but the
nationalists, although fully responsible for the committed crimes, are
in fact just tools in the hands of the army and political structures
of ex-Yugoslavia, so they easily manipulate citizens generally of very
low political literacy, and cloud the major problem which is their
commitment to preserve their own economic position and intention
to remine in full control of economic activities in ex-Yugoslavia
or its parts (Table 1, adapted from OECD and World Bank publications).

Table 1. Economical interest of political and army structures in
ex-Yugoslavia (a = estimated minimums and maximums).
In order to achieve their goals Entropy Generators showed all their
fashistoid cruelty in Vukovar, Dubrovnik ...... The existance of
people and the stability of the regional ecosystem is primarily
endangered by the malignant consortium headed by Slobodan Milosevic
and leaders of the so called Yugoslav Peoples Army. At the moment
there is no such force on the teritory of ex-Yugoslavia which could
convince them to stop their criminal actions, so destruction is
continuing in Zvornik, Foca, Mostar, Sarajevo, .........
As an environmentalist and a humanitarian I am strongly opposed to the
use of any kind of force - but it appears that the cancerogeneous
tissue of Entropy Generators can only be removed by shear force
unfortunately. To prevent further bloodshed, to stop the civil war in
Yugoslavia and to enable normal communications in southern Europe
I kindly ask the UN General Secretary Mr. Boutros Boutros-Ghali,
the President of USA Mr. George Bush, the President of the EC council
of Ministers Mr. Jacques Delores, all other presidents of the member
countries of the UN and all of you to take the decision and to:
1. use sophisticated equipment from the NATO arsenal to eliminate
military capacities of the so-called Yugoslav Peoples Army on the
teritories of republics of ex-Yugoslavia (i.e. Serbia, Montenegro and
Bosnia and Hertzegovina).
2. bring Slobodan Milosevic and his collaborators to the International
Court of Justice for the crimes against humanity and for their eco-crime
3. dismiss the so-called Yugoslav Peoples Army and all para-military
units and only retain regular police forces and the UN forces.
4. establish an international protectorate over Bosnia and Herzegovina.
5. continue low level cooperation with the republics of ex-Yugoslavia
so to enable local political structures "to ferment in their own sauce"
untill the moment when a new round of democratic elections will be
feasible.
6. bring to the International Court of Justice all individuals
responsible for war-crimes during the civil war in Yugoslavia and
indict them for the crimes against humanity and for the eco-crimes.
The above measures and the most important of them, the establishment
of international protectorate over nationally and confessionally
heterogeneous Bosnia and Herzegovina make sense in these times when
leaders of the republics of former Yugoslavia are attempting
stabilization of nationaly homogeneous states, for at least two reasons
1. Locally, the measures will show to the leaders that an 19-th century
ethnically homogeneous state does not fit, economically and
environmentally, into the global village.
2. Globally, the measures will show that an ethnically heterogeneous
state is apparently very important for the peaceful transition from the
cold war to post-cold-war economy, consequentely for the solution of
environmental crisis.
By doing this, international community will - in addition to the end of
civil war in Yugoslavia - provide enough time for social, ethical and
legal solutions for any proposal for the establishment of an economic
association of ex-Yugoslav republics and probably make Sarajevo the
capital and Bosnia and Hertzegovina "the seed" around which such
association could evolve in the future.
Sincerely,
Dragoljub D. Bilanovic
