COMPLETE TITLE: Ford Foundation Predoctoral and Dissertation
Fellowships for Minorities

PURPOSE: To increase the presence of under represented
minorities on the nation's college and university faculties

DEADLINE: 11/15/98

SUMMARY: The Ford Foundation offers doctoral fellowships to
members of six minority groups whose underrepresentation in
the professoriate has been severe and long-standing. The
fellowship program identifies individuals of demonstrated
ability and provides them with opportunities to engage in
advanced study leading to the Doctor of Philosophy (PhD) or
Doctor of Science (ScD) degree and to inspire others to
follow an academic career in teaching and research.

Approximately 50 Predoctoral Fellowships and 29 Dissertation
Fellowships will be awarded in a national competition
conducted by the National Research Council (NRC) on behalf of
the Ford Foundation. The awards will be made to those
individuals who, in the judgment of the review panels, have
demonstrated superior scholarship and show greatest promise
for future achievement as scholars, researchers, and teachers
in institutions of higher education.

ELIGIBILITY

Eligibility to apply in the Predoctoral and Dissertation
Fellowships competitions is restricted to:

--Citizens or nationals of the United States (must have
become a citizen by November 15, 1997, the application
deadline date).
--Members of the following minority groups
--Alaskan Natives (Eskimo or Aleut)
--Native American Indians
--Black/African Americans
--Mexican Americans/Chicanas/Chicanos
--Native Pacific Islanders (Polynesian or Micronesian) --
Puerto Ricans

--Individuals who are enrolled in, or planning to enroll in,
a research- based PhD or ScD program in one of the fields
listed at the end of this Announcement (see Field
Eligibility)

--Individuals who aspire to a teaching and research career

--Persons who have not earned a doctoral degree at any time
and in any
field

--Students who have completed no more than 2 years of study
in a
doctoral program toward a PhD or ScDs (see Predoctoral Award
Eligibility)

--Individuals who have GRE General Test scores available (see
Predoctoral Award Eligibility)

Students who have been, or are about to be, admitted to
doctoral degree candidacy as defined by this program and who
have submitted a valid Verification of Doctoral Degree Status
Form by February 14, 1998 (see Dissertation Award
Eligibility).

Field Eligibility

Awards will be made for study in research-based doctoral
programs in selected academic disciplines that will lead to
careers in teaching and research at the university or college
level. Fields eligible for support are listed at the end of
this Announcement.

Individuals who are enrolled in programs that are practice-
oriented will not be supported. Awards will not be made for
work leading to degrees in areas related to education,
business, administration, management, health sciences,
nursing, home economics, library science, speech pathology,
audiology, personnel, guidance, social work, fine arts, and
performing arts. In addition, awards will not be made for
work leading to terminal master's degrees, doctorates in
education (PhD or EdD), Doctor of Fine Arts (DFA) degrees,
professional degrees in such areas as medicine, law, or
public health, or for study in joint degree programs such as
MD/PhD, JD/PhD, and MFA/PhD.

Predoctoral Award Eligibility

Previous Graduate Level Study Predoctoral Fellowships are
intended for students who are at or near the beginning of
their graduate study. Applicants must not have completed, at
the time of application, more than two years or equivalent of
graduate-level study in fields supported by this program.
Graduate credit hours earned before October 1, 1987, will not
be counted unless the applicant's chosen department accepts
those hours as credit toward the PhD or ScD. Credit
transferred from a previous graduate program may not exceed
45 semester/60 quarter hours. Eligibility of individuals who
have been studying part-time will be reviewed on a case-by-
case basis.

GRE General Test Scores. Scores from the Graduate Record
Examinations (GRE) General Test are required for Predoctoral
Fellowship applicants. No other standardized test scores will
be accepted as a substitute for GRE General Test scores.
Scores from tests taken later than February 12, 1998, may not
be available in time for fellowship review. Note: if you are
an applicant in the HHMI Predoctoral Fellowships in
Biological Sciences program, and if HHMI pays for your
General Test scores, they will not be available for the Ford
review.

Dissertation Award Eligibility

Dissertation Fellowships are intended for PhD or ScD degree
candidates in United States institutions who have completed
all course work, examinations, language requirements, and all
other departmental and institutional requirements, and who
have gained approval of the dissertation proposal/topic.
Fellowship support is intended for the final year of
dissertation writing. Applicants must meet all of the above
conditions by February 14, 1998, and are required to submit a
valid Verification of Doctoral Degree Status Form by that
date in order to be reviewed. Applicants should expect to
complete the dissertation during the 1998-1999 academic year,
but in no case later than fall 1999.

FELLOWSHIP INSTITUTION

Fellowships are tenable at any accredited nonprofit United
States institution of higher education offering PhDs or ScDs
in the fields eligible for support in this program. Competing
for a fellowship and applying to graduate school are two
separate processes; success in one does not necessarily mean
success in the other. All arrangements for acceptance to a
doctoral program at the chosen institution are the
responsibility of the applicant. An applicant need not have
been accepted by the chosen institution at the time of
application, but will be required to show evidence of
acceptance to a PhD or ScD program before beginning
fellowship tenure if an award is granted; this acceptance
must be without conditions, limitations, provisions, or
restrictions. The applicant is responsible for selecting an
institution, field of study, and degree program that meet the
guidelines explained in this announcement.

STIPENDS, ALLOWANCES, AND TENURE

Predoctoral Fellowships.
--Annual stipend: $14,000

--Institutional award to be accepted in leiu of tuition and
fees: $7,500

--Three years support to be used within five years

--All expenses paid to attend three Conferences of Ford
Fellows

--No dependency allowances

Fellowship recipients must begin the first year's tenure on
September 1, 1997, and must remain on tenure for a nine- or
twelve-month academic year. After the first year of
fellowship tenure, fellows may choose to defer funding for up
to two years. All three years of support must be used within
a five-year period. Fellows are encouraged to engage in other
institutionally approved activities that contribute to their
overall training, such as serving as teaching assistants and
research assistants during the two years they are not
receiving Ford Foundation support.

Renewal of Predoctoral Fellowship support for the second and
third years is contingent on certification to the NRC by the
fellowship institution that satisfactory academic progress
toward the PhD or ScD degree is being made by the fellow and
that the fellow has designated a faculty adviser by the end
of the first fellowship year.

Dissertation Fellowships.
--Stipend: $18,000

--All expenses paid to attend three Conferences of Ford
Fellows

--No tuition, fees, institutional grants, travel allowances,
or
dependency allowances

The tenure of a Dissertation Fellowship will be no less than
9 months and no more than 12 months, with tenure beginning no
earlier than June 1, 1998, and no later than September 1,
1998. Awardees may not hold two major fellowships
concurrently.

CONFERENCE OF FORD FELLOWS

The Ford Foundation provides an additional benefit to
predoctoral, dissertation, and postdoctoral fellows each
fall: awardees are invited to attend three of the annual
Conferences of Ford Fellows. Travel and living expenses are
provided for the two days of meetings and academic
interaction. The conference is a unique event which showcases
the scholarly achievements of the fellows and provides a
forum for the interdisciplinary exchange of ideas, problems,
challenges, and goals, in the light of current political and
social pressures affecting higher education.

The conference, which fosters a communication network among
the fellows, is planned by fellows with administrative
support from the NRC, and includes presentations by some of
the most outstanding scholars in the country. Each year,
representatives from selected university and commercial
presses and other funding sources are invited to attend.

EVALUATION AND SELECTION OF FELLOWS

Applicants' qualifications will be evaluated by panels of
distinguished scholars, selected by the NRC, in the physical
and life sciences, mathematics, behavioral and social
sciences, engineering, and the humanities. The evaluation of
all applications will be based on achievement and ability as
evidenced by academic records, letters of recommendation, the
suitability of the proposed institution for the plan of
graduate study, and the applicant's ability to present a
well- written, thoughtfully prepared application.

The NRC will make the final selection of Fellows, based on
panelists' recommendations, and will notify all applicants of
the outcome of the evaluation in early April 1998. Those
applicants who merit receiving Ford Foundation doctoral
fellowships, but to whom awards cannot be made because of
insufficient funds, will be designated Honorable Mentions.
This recognition does not carry with it a monetary award, but
does honor applicants who have demonstrated substantial
academic achievement. The NRC will publish a list of the
Honorable Mention recipients who consent to publication of
their names, and will send the list to all U.S. doctoral
degree-granting institutions.

CONDITIONS OF AWARDS

Ford Foundation doctoral fellows are required to enroll full-
time in programs leading to PhD or ScD degrees in fields
eligible for support in this program. Enrollment in a
master's degree program will not be supported. Doctoral
programs are expected to include a reasonable amount of
teaching or other activities that, in the opinion of the
fellowship institutions, will contribute to the fellows'
academic progress. A fellow may not accept remuneration from
another fellowship or similar external awards while on Ford
Foundation Fellowship tenure; however, supplementation from
institutional funds, educational benefits from the Department
of Veterans Affairs, or educational incentive funds may be
received concurrently with Ford Foundation support.

Fellows accepting Ford Foundation support must agree to the
terms spelled out in the Terms of Appointment for Ford
Foundation Fellows that is provided at the time of award.
After an award is made, a major change in the research and
study plan or a change in fellowship institution requires
prior NRC approval. Each Fellow is required to submit two
progress reports during each fellowship year.

The Fellow is wholly responsible for the conduct of research
and preparation of research results for publication within
the established guidelines of the fellowship institution.
Neither the Ford Foundation nor the National Research
Council, therefore, assumes responsibility for research
findings or their interpretation.
