In this case, why not just go

XXX    DC   HL2(28)   The L2 is to avoid boundary alignment like X does.

since it will do the conversion automatically for you? Now if you wanted to get

XXX    DC   C'001C'

I can see a reason to go though the contortions of converting to hex.
