I just talked to Iterated Systems in the US.  Apparently, their ColourBox
for Windows SDK Toolkit provides the source code and DLLs to accomplish
the compression and they have specific linkers for:
  APW
  ToolBook
  MS Viewer
  Paradox
  Visual Basic

Pretty impressive stats.  Iterated Systems says 50:1 to 100:1 compression!

Price:
  US$750 for May and then $995 after.

NOTE:
  Apparently, the tools are royalty free for distributions of 5000 or
less and above that "an equally-acceptable agreement can be made"

  Iterated Systems also makes a Fractal-based video codec and provides
compression services in the UK.
