We are asking ourselves the same questions.  Our early observations
are that the client/server world isn't all that different from the
mainframe world.  I think we will still be "counting the beans."
More for capacity planning and measuring than for actual billing.
From the raw resource counts we should be able to develop allocation
schemes.

Like one of the earlier posters to this list, we are trying to find
measures that are meaninful to users.  CPU seconds and megabytes of
disk storage are pretty meaningless to most users.  Measures like
number of email messages read/written and number of students in the
database are things users understand, can measure and can control.
