CONFERENCE RESOLUTIONS
1. Austrian non-commercial radios
The AMARC Pan-European Conference of Community Radio Broadcasters
held in Ljubljana, Slovenia 15 to 18 September 1994:
Calls upon the Austrian Government, the Federal Governments of
Austria and the Regionalradiobehoerde to ensure that existing
regional broadcasting law (Regionalradiogesetz vom 9.Juli 1993)
should be administered to conform with the decision of the
European Parliament (Resolution A3-0153/92) as the regional
broadcasting law neither corresponds with European practice nor
with the decision by the European Court;
We demand:
a) a plan for frequencies providing a maximum number of local
frequencies
b) financial support for non-commercial radios by the Austrian
government and the Federal governments;
c) removal of media cross-ownerships in regional radio and their
exclusion in the local radio sector;
d) fair distribution of frequencies with no privilege to large
media and trusts which dominate the market;
e) guarantees to ensure the independence of the regional radio
authority.
2. Digital sound broadcasting
The AMARC Pan-European Conference of Community Radio Broadcasters
held in Ljubljana, Slovenia 15 to 18 September 1994
Expresses its concern that current proposals for digital sound
broadcasting System A in Europe may not satisfactorily meet the
needs of community and local broadcasters;
Calls upon the International Telecommunications Union and the
Eureka 147 Project Management Group to ensure that the
implementation of digital sound broadcasting systems in Europe
should be sufficiently flexible, accessible and affordable to
include current and future developments of community and local
radio services in Europe.
3. Closure of Radio Panamericana, Uruguay
Considering the decision by the government of Uruguay to order the
closure of Radio Panamericana CX44, representatives of radio
stations from 32 European countries meeting during the AMARC
conference in Ljubljana, Slovenia 15 to 18 September 1994,
resolve:
To consider this closure a serious violation of the freedom of
expression;
To question the democratic credibility of a decree imposed by the
previous dictatorship in order to justify such repressive action;
To demand that Radio Panamericana CX44 immediately be allowed to
go back on air and that freedom of expression be strictly
respected.
4. Women's Network
The AMARC Pan-European conference of community radio broadcasters
wholly recognises and validates the aims and aspirations of AMARC
as outlined in the Declaration of Principles;
The Declaration states: "AMARC desires to give voice to forces in
favour of social change, such as women, liberation movements,
minorities and the disabled. This desire must be reflected in the
structures of AMARC at all levels";
The conference submit that the AMARC-Europe Plan of Action
specifically address the special conditions encountered by women
working in the community radio sector and that AMARC-Europe
support the development of the Women's Network;
In this regard the conference request that specific actions are
articulated in the Plan of Action. The Women's Network will
undertake to provide the specific actions to the Plan of Action by
the end of October for ratification in Senegal.
5. Former media in Yugoslavia
The AMARC Pan-European Conference of Community Radio broadcasters
held in Ljubljana, Slovenia 15 to 18 September 1994:
Condemns the use of the media to incite to hatred and as a
warmongering instrument particularly in the situation of countries
at war in former Yugoslavia;
Recognises the importance of independent media in promoting
freedom of expression, dialogue, tolerance and the democratic
process;
Calls upon the international community to:
a) use all means at its disposal to aid and support the
independent media which promote tolerance and pluralism in former
Yugoslavia; and
b) bring pressure to bear on the present governments in Croatia,
Bosnia-Herzegovina and Serbia/Montenegro for an adequate legal
basis for media independence, free expression and dialogue.
All resolutions adopted 18 September 1994, Ljubljana, Slovenia
