> Charta of the Bundesverband Freier Radios
>
>
> I. Principles of Free Radios
>
> 1. Open
> The Free Radios provide the opportunity of uncensored expression of opinion
> and transmitting of information to all persons and all groups. Persons and
> groups which suffer social, sexist and racist discrimination have priority
> within Free Radios because other media do therefore not offer them chance
> to express themselves.
>
> 2. Charitable
> Free Radios are not private property but are subject to all active listeners.
> The principle of charitability has to be ensured. Political parties can not
run a free radio.
>
> 3. Transparent
> Within free radios the internal organisation and the criterias of subjects of
> programs are transparent and examinable. With their programs Free Radios
> show social contexts which are not revealed in common media.
>
> 4. Non- Commercial
> Free Radios are non-profit organisations. They reject commercial advertising.
> Editorial work is made by volunteers. Independence of program and free
> access to the radio has to be guaranteed.
>
> 5. Local
> Free Radios consider themselves as local and regional media, including the
> treatment of national and international themes. Free Radios cooperate with
> each other, for instance, in exchanging programs.
>
> 6. Effect
> Free Radios are fighting for a society of solidarity and self-determination.
> They stand for equal rights, human dignity and democracy.
>
>
> II. Demands of Free Radios
>
> 1. Each Free Radio has the right of own local frequences. This has to be
> considered within the legislation of communication laws in the single
counties.
>
> 2. As Free Radios fulfil a public task they have the right of financial
> support, especially for technical transmitting facilities. According to their
> non-commercial character they have a special status regarding copyright
> regulations.
>
>
> 3. Collaborators of Free Radios have access to all informations and legal
> protection according to press laws.
>
> 4. Representatives of Free Radios have the right to say and participate in
> the development of laws, the change of laws and international contracts
> which are dealing with media and telecommunication.

HI there (again),
that sounds really great, you know. It's sad that some european
initiatives seem to get lost in the anglophone internet.
I wonder what inherent capabilities the internet has for translation
and how it could be possible to have more multilingual bulletin
boards, which provide either translated copies or translation
'programs'{if there is anything such?} - surely or canadian comrades-
in-airwaves must have thought of such before.
Anyway, getting to some point, I wonder if i could somehow obtain a
copy of the original of the above charta, ie. in german.
We in Africa tend to forget that when some of us talk of the Net or
Freenets or 'Community' radio, video and TV, the majority of people
around us not lack the technology, they also do not primarily
converse in English (or French), but in many frequently very
beautiful languages.
As i very clumsily tried to explain the internet to a novice, the
first question he asked was whether there was something like a free
translation service. Makes sense, doesn't it.
ALSO, if anyone with experience in translation or subtitling for a
low-budget radioANDtv station could give us some advice down here,
we'd appreciate it.
cheers, ati
