                   Stage Set for Community Radio in India

The Indian government is planning to pass a Broadcasting Bill soon
which will set up an independent Broadcasting authority. The
authority will be empowered to issue licences for satellite and
terrestrial Television and Radio stations.

The Broadcasting Bill was prepared during the Janata Dal Ministry
under Mr I K Gujral and was about to be passed when the government
fell. Now it has again been seriously taken up by the BJP led
coalition Ministry under Mr A B Vajpayee. The Bill is expected to be
taken up in the forthcoming winter session of the Parliament.

Meanwhile a special committee has been appointed to make improvements in
the Bill before it is presented in the Parliament. The committe has given
space for the public recommendations and has invited VOICES and others who
want a specific clause on Community Radio to be included in the bill. The
committee has promised to provide provision for community radio , in the
Bill. There is also a possibility that even before the Bill is passed, the
Government may allow Community radio stations to start up, based on the
recommendations of the committee.

Several NGOs and universities (including VOICES, a non-profit
communication advocacy & training group) are planning to set up
Community Radio stations soon.

Suggestions are invited on appropriate low-cost, production and
transmission equipment, including information on sourcing.
