Development Forum

The World Bank Institute and the Korea Development Institute invite you to
join an electronic discussion on Democracy, the Market Economy, and
Development, which will begin on April 19, 1999 and will last for a period
of six to eight weeks. The discussion will be hosted by the World Bank's
"Development Forum" discussion site
http://www.worldbank.org/devforum
A growing body of conceptual and empirical work is illuminating the link
between modes of political governance and socio-economic development.
Differences in development experience with respect to such aspects as
corruption, cronyism, the willingness to reform and the scope for
transformation of values have been ascribed to differences in the nature
of governance. This link has been highlighted as well by the ongoing
economic crisis in East Asia whose origins include certain aspects of
governance that have characterized this region. Good governance is
increasingly being considered an indispensable element of sustainable
development strategy. A conference, jointly sponsored by the World Bank
and the Government of Korea, was held recently on this topic in Seoul,
Korea. The electronic conference now being proposed is a follow-up to
this event and will cover the same four areas, namely: Values, Governance
and Development; Governance and the Political Economy of Reform; Corporate
Governance and Economic Development; and The Rule of Law, Corruption and
Development.
This initiative is designed to foster a frank, focused and productive
discussion among members of the development community who have an interest
in the issues that relate to the link between modes of governance and
socio-economic development outcomes. Background materials for this
discussion, consisting of speeches and papers presented at the Seoul
Conference, may be found at the website for the Conference
http://www.democracy-market.org
The discussion is open to participants from around the world and we encourage
contributions from all disciplines. We especially invite those who participated
in the Seoul Conference to continue the discussions that were started there.
To maximize opportunities for participation among colleagues from
developing countries, the discussion will be conducted by means of a moderated
email list, with messages archived to a Web site.
If you would like to participate, please send an email to the following
