I just got a copy of Endnote 2.0 plus for windows, and it works great with the MIF file format of Framemaker 4.0 for windows. It produces all the formatting in the final bibliography and will reformat citations in all part s of the document except inside table cells. I would consider this a viable option for anyone needing to produce bibligraphies from Frame. P.S niles and Associates, the people who wrote Endnote, say they will not support Framemaker. seems silly considering it seems to work very well with MIF files. Underselling themselves.
