Subject: A Suggestion
Dear Friends:
The recent INN reports:
>Japan has been cautiously watching India's progress with economic
>reforms and believes that any political instability could derail the
>effort and discourage foreign investors.
Let us all work towards making India a dictatorship (like China,
Indonesia, Thailand, Hongkong etc. where all political instability is
crushed and japan and other foreign countries invest heavily). This
is important as almost all of us on this network are agreed about the
importance of foreign investment in India and the development of India
etc. Additionally, our task is not going to be that hard ... quite a
large "percentage" of power in India is already in the hands of a few,
add to this the "desires of the middle-class, a la Russia" and we have
an easy task to create a dictatorship.
Thank you for your attention.

ISCT Information Technology, a company that has a number of training schools
in India and has recently entered the software scene in the world market, went
public last week. The share price of ISCT jumped from the starting price of
Rs.10 to Rs. 25 in one day of trading. ISCT has been growing rapidly and has
contracts with American firms like Gupta Technologies Inc. and Independence
Technologies, California. ISCT obtained a leased satellite link to California
so that it could develop software for its clients from India and use the clienst
ts machines. ISCT has tied up with DCM to open India first hardware training
institute.

Dear friends
I have been reading for quite some time abou DHKMN, Chori Chori, and IHON. The
truth in actual fact is that MAhesh Bhatt had the actual script of IHON and it
was translated the into HINDHI. The script was not changed in the slightest
and it is an EXACT copy of IHON. The person who said earlier that it won 4
oscars is absolutely correct. The oscars were won in 1934 and the director was
Frank Capra.
Thats all on this topic hopefully.

On the East Coast the BBC comes in very clear on 9590 Mhz in the early
evening, and 5975 Mhz just about thru the night.
In the morning a good source for Asian news is Radio Australia, which
comes in ok in the early morning 0400 thru ~0800 on 9530 Mhz. There is
very poor coverage of the Americas by AIR. Radio Netherlands, Deutschewelle,
Radio Japan, even the BBC all recognize the inportance of influencing
public opinion in the US by ensuring their broadcasts are heard in the US.
Hence all have relay stations nearby : Antuiga, Canada, Antillies. This
is because shortwave broadcasts are monitored and broadcast synopsis
are transcribed and distributed to decision makers. Write to Mr. Deo and
ask him to do something about this sad state of affairs.
Note that when the French Press Agency offered any ex-English Colony free
100% access to the summer olympics in Barcelona, offered to train 4 people
to translate the French commentary to Hindi, all free, the honorable minister
for some unknown reason refused.

Here is an information that may help answer a frequently asked question.
and most internet users also) you can use the GOPHER command to check all
the working nodes in India. Follow the following sequence of commands:
i) Type GOPHER at "READY" prompt,
ii) Then select CENTRAL GOPHER SYSTEM AT UNIVERSITY OF MINNESOTTA,
iii) Next select OTHER GOPHER AND INFORMATION SERVICES,
iv) Then choose ASIA,
v) Next choose ERNET, India,
vi) Then select ERNET project, and finally
vii) choose ERNET NODES.
(ERNET stands for Education and Research Network in India.)
This will give a list of 211 active nodes (as of yesterday) in India.
It also contains information about how to send e-mails to India using those
addresses. It worked for me many many times, and should be very helpful to
anyone and everyone who is interested to find a list of e-mail nodes for India.
Hope this answers a frequently-asked question by the network users.
(By the way, this is a service offered and operated by University of
Minnesotta. You can make other selections from the menu and will be able
to find out active e-mail nodes for almost all the countries of the world
that has e-mail facilities.)

I am graduating this May and will be applying for my Practical Training(PT)
and thereafter plan to visit India for a month. My international advisor
tells me that there is no problem in returning to the US once I have the
Employment Authorization Document, but some friends say that there have
been problems. My US visa is valid for another year so I don't think I'll
need to apply for another visa in India, but there could be problems at the
port of entry here.
I would appreciate if some netters can throw light on this matter from
personal experiences and the legality of the situation.

My question is: will a request for the refund still be entertained if we have

Hi netters,
I want a round trip ticket for my parents, originating from India around 10th
May with a one-way break journey at London, UK for about a week. (BOMBAY-
LONDON-SFO-BOMBAY) preferably by British airways or Air India.
I shopped around with various travel agents and almost all of them gave a
quote of around $1950. They said that if one buys a ticket from a place
other than the place of origin then it is as good as buying the ticket
directly from the airlines without any special discount/consession. The
discount/consessions are given only at the place of origin of journey. Is that
true. So then What is the concept of "PTA".
Has anyone bought tickets with such specks i.e. round trip originating from
India via Atlantic route.
Will I be better off buying them in India.
Any help will be much appreciated, and thanks a lot in advance.

Copied from "EXPRESS INDIA" a local ethnic paper:
An English tourist was baffled to hear two Indians talking
recently in a busy Delhi bus. "I am EKDUM sorry, YAAR," said one to
the other. The Englishman scratched his head to unravel the meaning
of EKDUM (very) and YAAR (friend). He should not have even tried
for he was not hearing his mother-tongue but HINDLISH, a mixture of
Hindi and English. Spoken across towns and cities of the country,
and among many overseas Indians HINDLISH is India's fastest growing
patios. [Ambasd. Ray weaves into his speeches that : Right now
America is the largest English-speaking country and India is second
- but - at the rate we are going India may soon become the largest
English-speaking country in the world!
It owes its origin to Hindi films and film magazines produced
in Bombay, India's film city. Both use HINDLISH in their scripts
and writings. With the growing popularity of Hindi films and
magazines in neighboring Nepal, Pakistan, Bangladesh and in the
Gulf region, HINDLISH has already become a transnational dialect.
Says Nirmal Singh, a Delhi college teacher: "The day is not far off
when words of HINDLISH will find their way into the Oxford
Dictionary." Already more than 300 words of Indian origin are
listed in the Oxford Dictionary. [I have collected over 100 words
of Indian origin which have joined the English language].
Through literal translation of many Indian expressions,
novelists such as Mulk Raj Anand have enriched the English
language. Anand claims to have contributed more than 50 words to
the Oxford Dictionary's supplement of words from the Indian
subcontinent. With the growing popularity of Indian authors such as
Anita Desai, R.K. Naraynan, C.V. Desani, Manohar Malagoankar, Indo-
English expressions have reached an international audience.
Today, HINDLISH, has become a brash, young parvenus which has
found acceptance among millions of Indians. One cannot escape
noticing it wherever one goes - in coffee houses, college campuses,
buses, trains, and social gatherings. What gave HINDLISH a big push
and made it a respectable slang, is its use in English language
film magazines. What Dr. Samuel Johnson did to English language,
STARDUST, a Bombay film magazine, has done to popularise HINDLISH.
In her column Neeta's Netter, the magazine's most popular writer Neeta
keeps on adding new words into the HINDLISH lexicon. These include:
BAK-BAK (chatter), CHAMAK-DHAMAK (glitter), KAHANIS (lies),
ROKDA (money) and CHALU CHEEZ (liberated female).

This is a minor clarification to a point made by a netter
yesterday. It's true that every state in this country has two

Subject: Pakistan Drops Demand for Sending Fact Finding Mission to Kashmir
Source: PTI Update at 3:30 PM EST (from misc.news.southasia)
Geneva: In a tactical retreat designed to mobilise support for its
resolution at the UNHRC, Pakistan Tuesday night dropped the demand for
sending a UN fact finding mission to Kashmir. The Pakistan delegation
ciruclated a revised resolution on the situation in the J&K replacing
the paragraph seeking to send a fact finding mission to J&K to
investigate and report on the human rights situation there to the general
assembly within a new paragraph seeking that the commission calls upon
the Indian government to ensure the promotion of and protection of
human rights in Kashmir.
Reacting to this, the Indian delegation outrighlty rejected the
climb down of Pakistan. Speaking on behalf of Indian delegation,
Dr.Farooq Abdullah told PTI that India would not accept any resolution
on any aspect of Kashmir which he says is an integral part of the country.
According to lobby reports, the European union has
refused to be impressed with the dilution of the Pakistan resolution
stating the substance of the resolution was political in nature and
there would be no change in its stand of abstaining in the event of a
vote on Wednesday.
Unconmfirmed reports say some western countries when
approached by Pakistan for support on its revised resolution advised
Islamabad to withdraw it. Observers feel Pakistan might prefer to withdraw the
resolution rather than face an imminent defeat. Pakistan can withdraw
the resolution anytime before voting on it which is Wednesday morning.
The Indian camp Tuesday night looked quite confident of its victory
although some members of the OIC notably Iran have yet to take a final
decision.

Subject: Reg. Article 370 (Response to Mr Shyam), Part 2/2
Most secular and Congress parties make most noise about Himachal Pradesh in
their support of the Article 370. They claim that even in HP, no non-Himachali
can not buy land in HP. The actual position is very different. The previous
Congress government had passed a law forbidding any non- agriculturist
(including a Himachali non-agriculturist) from buying any land in HP. The aim
was to protect the agriculturable land in the state. The BJP government decided
that non-agriculturist, whether Himachali or non-HImachali should have the
right to buy land in HP for housing purposes, however, the state Congress has
opposed this progressive decision. And since such a decision constitutionally
requires Central government's approval, which has not yet approved it, and
hence it has not become a law yet.
Therefore, in brief to compare the implications and dangers of Article 370
with other special provisions in the Constitution for certain States is like
comparing mole-hill to a mountain, and an outright case of being ignorant as
well as absurd. The point is not that there should be no special provision at
all, but some special provisions are conducive of good and some foment great
harm: temporary provisions for tribals may help, the temporay provisions like
article 370, and job-reservation related, are destructive and would hurt the
society in the long run if allowed to perpetuate for eternity.
More important, there is no parallel between Kashmir and the other area: We
are not faced with the sort of armed aggression and insurrection in the other
parts as we are in Kashmir. A provision which foments the feeling of separate-
ness, even of being "special" in the case of Kashmir - as Article 370 certainly
does - is destructive of the Union.
The judges of the High Court, the Ministers, the legislators of J & K - when
upon assuming office, they swear to abide by the Constitution, which Constitu-
tion do they swear to abide by? Not of India, but of the state - and the oath
each must swear to is laid down in that state constitution. A separate flag, a
separate constitution, separate oath, a separate mechanism for extending the
national Constitution and the laws passed by the Parliament - all this does not
just fortify and perpetuate the feeling of separateness, it foments the
politics of separateness with each potential leader outdoing the other in
mouthing separatist rhetoric and demands.
Mr. Shayam, is there any parallel between the consequences of Article 370 and
other 'special' provisions for other states?? The answer is NO.

Subject: Reply to Rajya Sabha questions
This is in response to query about election and constitution of the Rajya Sabha.
> 1. The MLA's vote on the candidacy of Rajya Sabha candidates. Is my
> understanding correct ? Therefore the party which has majority in
> state legislature will elect most of the Rajya Sabha members from that
> state.
That is absolutely correct.
> 2. How come there is usually no official opposing candidates from the
> various parties ? Is this because the parties already know how members
> they can send and select their candidates internally.
You are right on this too. For Rajya Sabha elections every party
knows its electoral strength and also how many seats it can win. However,
the voting is complicated, it is not one person one vote. Each MLA votes
for as many candidates as the number of vacancies in Rajya Sabha from that
state (one third of the total seats come up for election every two years).
On his/her vote a MLA mentions his/her order of preference of the candidates.
So, on the vote (s)he will have 1st preference vote for someone, 2nd
preference vote for someone different and so on. Counting is also done
in several rounds. In the first round candidates garnering certain number
of first preference votes are declared elected. On the second round the
2nd preference votes are considered and so on. A poltical party with the
knowledge of its strength comes up with list of candidates it wants to get
elected, then it tells its party MLAs how to vote. Probably, they give list
of (different) preferences to each of its MLAs (they have a party whip who
is supposed to do all this). It is utmost important that all the party MLAs
cooperate in the voting and vote exactly as they are told. It will be
a waste of votes if say, all the MLAs give their first preference vote to
the same candidate when only fewer first preference votes are required to
get elected. Voting like this is certainly going to benefit someone from
different party. There are instances, where because of dissidence within the
party some MLAs didn't vote on the official party line causing defeat of
one or more candidates of their own party. Voting is however secret.
3. Also like the US system (number of Senators is equal irrespective of
state population), Bhartiya states don't have equal presentation in
the Bhartiya constitution. Basically, the Lok Sabha members & Rajya
Sabha members are based on state population. Therefore, if the populous
states decide to, they can do what ever they like (in terms of passing
bills). Is my understanding correct ?
Your understanding here is also correct. Small states tend to lose because
of this kind of constitution of the parliament. This has often been a complaint
of many small states whose voices are never heard in the Indian parliament.

Subject: The truth about Human Rights in Kashmir- Francois Gautier (2/2)
But do these sections of the Indian elite realise that they are part of a
colonial legacy left by the British, who trained a subserviant Indian
westernised minority to serve their purposes? That they are only expressing
an immense inferiority complex vis-a-vis the West, always judging by
western standards, which are totally unsuited to the Indian conditions and
psyche, forgetting that their forefathers had devised more than 4,000 years
ago a great culture- social, artistic and political- when Europeans were
still living in their caves?
The sad truth is that India is on the defensive in the propaganda war in
Kashmir. But Indians are a highly intellegent race. Why don't they point
out that the United States, the greatest proponent of human rights in the
world, the one who is accusing India of unleashing a reign of terror in
Kashmir, is the highest investor in China, conveniently forgetting that the
Chinese suppressed Tibetans in Tibet. The United States also conveniently
forgets that China has been for the past 40 years- and is still today- a
communist dictatorship, whatever the economic liberalisations.
Now, compare Tibet and China with Kashmir and India: in Kashmir, since in-
dependence, the Indian government forbade non-Kashmiri Indians to acquire
property in the Valley, so that the Kashmiris would not feel threatened. It
pumped crores of rupees in the Valley, making it the most sought after
tourist gateway; indeed many Kashmiris turned rich on tourism.
If to retain the Falkland islands, thousands of miles away from Great Bri-
tain, the English fought a war and killed innocent Argentinians in the pro-
cess, if the United States can invade Panama because it feels its inteersts
are threatened there, if France battles to keep Corsica in its fold, an is-
land which could as well belong to Italy, why should not India retain what
has been hers for 5,000 years?
The Indian Army is fighting a war in Kashmir, not a tea party: casualties
are bound to happen and the jawans, after having been shot at a thousand
times wil retaliate once, sooner or later, in a fit of uncontrolled
violence. So what? The world did not shed a single tear when the FBI went
with armoured cars and flame throwers against innocent women, children and
men armed with a few pistols in Waco, Texas, killing twenty people.
Let India stand up and take no nonsenses from the world. Theirs is one of
the oldest and proudest civilizations of this earth and they have nothing
to be ashamed of. Let Kashmir be reunited again, whether by force or by a
peaceful agreement between India and Pakistan, so that the Kashmiri Pan-
dits, whose homeland it has been for 5,000 years, can return to their
beloved Valley in peace.

The news item contributed by Srinivas.P in the D-digest of 8th Mar
tells us about the reference of the singing of Vande-Mataram to the decision
of the Muslim Law Board. What does this reflect of our fellow Muslim brothers
in the country? They don`t want to sing a song which was the title song
during the freedom struggle, which was sung by all freedom fighters- no
matter to which religion they belonged. This indicates that it is just a
matter of opposition (rather senseless) to anything done by a particular
party without giving it any thought. How does a song which does not make
any reference to any religion hurt the religious feelings of a particular
community?
It is a political gimmick played by a small group of people for
their own interests and I hope the public will not support such people.
