Mudds and Talkers

We recently connected all PCs in our labs to the internet. Students very
quickly learned how to telnet to talkers and mudd games, thus tying up
a majority of the pcs for hours at a time. Needless to say, these
students do not get up and give up the pc for someone in need of a
computer to do their assignment on. We set up a router so that it will
not allow students to telnet to a site and give a port number of 1000-4000
(I know there are others) which gets many of the mudds and talkers that
are being used. Well, now we seem to have quite a revolt from students on
our hands! I am interested in knowing how other institutions have dealt
with similar situations and am interested in policies that have been
implemented by others to try and alleviated such situations. Another
question too...... Do most institutions connect all pcs in all open labs
to the internet or are just a few connected?

Thanks for any ideas!
