Subject: preliminary research results for publication in LIBRES

The following paper represents preliminary analysis of journal use data
collected from two year-long studies conducted at the university center
libraries of the State University of New York. I would like to have
these preliminary results published in LIBRES prior to submitting a
complete analysis of the data for more formal publication in the hopes
of obtaining some critical feedback from the readers of this electronic
conference. Thank you, in advance, for your consideration.

BACKGROUND:

Data for this paper have been collected as a byproduct of two
separate studies. In 1988, the SUNY Center Libraries (Albany,
Binghamton, Buffalo, and Stony Brook) were awarded a Title II-D
grant, the purpose of which was to evaluate the viability of using
fax and scanning technologies to facilitate cost-effective ILL. To
conduct this study, two hundred journal titles were removed from
the open stacks and sequestered for a year, during which time
requests for copies of articles from these titles were recorded.
A CLR grant was awarded to the same institutions in 1990 to
investigate cooperative policy-making models. As part of this
project, a study was designed to gather information about
periodical usage at the four SUNY center campuses. Therefore, two
sets of data have been collected which provide a unique opportunity
to compare use of periodicals available in closed stacks through
paging with use of the same titles in open stacks by the same user
community.

METHODOLOGY:

In the Title II-D study, ISI citation impact-factors were
utilized to identify two hundred journals which were current
subscriptions duplicated at all four campuses. These were well-
indexed, mid-use periodicals in a range of disciplines covering the
humanities, social, natural, and applied sciences. The criteria
were designed to ensure the titles selected would receive moderate
use by a variety of users at each of the four campuses without
impacting on the research or educational needs of any specific
discipline. (Due to the limited availability of FAX equipment,
titles held in chemistry and mathematics branch libraries were not
included in the study.) In May 1990, all but the two most recent
years for these titles (and their earlier titles, if any) were
pulled from the stacks. In their stead, signs were placed on the
shelves indicating why the volumes had been temporarily removed and
directing users to complete a request form at the circulation desk
of that library to get access to specific articles contained in
these journal titles. Individual request forms from the libraries
at all four centers were faxed to the temporary service center
located at Buffalo, where requests were filled by fax or scanned
copy within twenty-four hours and where records of the transactions
were maintained. Data were collected from mid-May 1990 through
mid-July 1991, at which time the volumes were returned to the open
shelves at all the sites.
The CLR-funded grant included a journal use study designed to
gather both current unbound and bound use data from both unique and
duplicated periodicals in the collections of the four libraries.
A union-list snapshot of periodical holdings was obtained from
OCLC. Use data for almost all these titles were collected as
follows. Signs in the stacks, by photocopy machines, and on
reshelve carts informed patrons to leave materials for reshelving
rather than replacing volumes they had used back on the shelves.
Bound use data, therefore, were collected as part of the reshelving
process. A cloth label was placed on the spine of a bound volume
the first time it was reshelved and hash marks were added for
subsequent reshelves up to a maximum of fifteen uses per physical
piece. This process was followed from September 1991 through
August 1992, at which time data collection teams at each of the
four campuses gathered use data and entered them into similar but
separate mainframe-mounted files.
The data from the earlier Title II-D project has been drawn
from a report prepared by Stephen M. Roberts (_Final report: Title
II-D Grant_, University at Buffalo, Nov. 1992). Requests by
Buffalo users for journal articles were logged by year of issue.
These numbers were entered into a spreadsheet. Screen prints were
made of the Buffalo holdings and use data from the CLR-funded study
and were entered into the same spreadsheet. The resulting file
consists of use figures for 179 titles. (Some of the original two
hundred titles were earlier title changes. Other titles lacked
sufficient holdings to compare uses from the two studies. A few of
the titles chosen for the Title II-D study were not included in the
OCLC snapshot and, therefore, did not have data gathered in the CLR
study.)

PROBLEMS IN COMPARING DATA FROM THE TWO METHODOLOGIES:

Obviously, when the Title II-D study was designed, its purpose
was NOT to study the effects of sequestering journals on usage but,
rather, to study the viability of providing articles in a timely
fashion using fax or scanned ASCII text. The service center at
Buffalo collected a complete run of holdings representing an
amalgamation of the holdings at all four sites. Therefore, users
could request faxed articles even if the home library did not own
the particular volume being requested. Such a request would
normally result in an interlibrary loan transaction and, therefore,
would not be represented in the data from the CLR study. For the
sake of consistency, when no UB holdings were present for a given
year or span of years, use data from the Title II-D study was
excluded from the present analysis. Twenty requests for seven
titles were excluded from this analysis as a consequence.
A more serious difficulty was encountered as a result of the
time-frames for the two studies. The Title II-D study ran for
fourteen months, beginning in May 1990 and ending in July 1991.
The CLR study lasted for approximately twelve months, beginning in
September 1991 and concluding the following August, 1992.
Therefore, to compare data from one study and the other, a value
for twelve months of use for the first study had to be
extrapolated. Clearly, dividing use by fourteen and multiplying
that number by twelve only approximates a twelve-month use figure
for each title, since the added two months (May and June) occur
during the summer when (we suspect) use would be below average.
The Title II-D study took a sample of mid-use titles and
counted all requests which were made for them. The CLR
methodology, on the other hand, was designed to study a much larger
number of journal titles and to identify their use patterns. While
very heavily used titles were indicated by the CLR study, the true
extent of their usage was not, since a maximum of fifteen uses was
marked on the spine of a given bound piece. Therefore, open use
data for 1987 had one volume which might have received unknown
additional uses; for 1988 there were two titles and volumes which
might have received additional uses; and for 1989 there were four
titles and six volumes which could have had use exceeding the
indicated amounts. Total open use data for six titles were
affected in this way. (By definition, titles like these are high-
(not mid-) use and really shouldn't have been included in the
sequestered journal study at all.)

PRELIMINARY RESULTS:

A comparison of the difference between the adjusted total use
of the journal run when it was sequestered and its total use on the
open shelves showed (predictably) a wide variation in usage, with
one title receiving 107 more uses in closed than in open stacks
while another received 143 more uses in open than in closed stacks.
(These figures were calculated by taking the total CLR use and
subtracting from it the adjusted Title II-D use.) Overall, the
total difference between open and closed use in the two studies for
the list of 179 titles was 459, or an average of 2.56 more
uses/title in the open stacks. However, the standard deviation for
these differences was a rather large 20.09. It would appear from
these numbers that even A YEAR'S WORTH OF DATA DOES NOT PROVIDE A
REPRESENTATIVE SAMPLE, since specialized titles might be used one
year and not another.
A more detailed look at the difference in open and closed use
for current years reveals that for the most current year being
studied (1989 open use of 530 and 1988 modified closed use of 148)
uses varied by a total of 382, an average of 2.13 more uses/title
in open than closed stacks with a standard deviation of 4.47.
However, use for 1988 open (406) and 1987 closed (305) varied by
only 101, an average of .56 more uses/title in open than closed
stacks with a standard deviation of 3.51. Use of 1987 open (259)
compared with 1986 closed (279) varied by only 20, with an average
of .11 more uses/title in closed stacks than in open and a standard
deviation of 3.31. Similarly, use of 1986 open (238) compared with
1985 closed (256) varied by only 18, with an average of .1 more
uses in closed stacks than in open and a standard deviation of 4.6.
These results would indicate that STORING MORE CURRENT YEARS OF
PERIODICALS AND PROVIDING ON-DEMAND ACCESS TO THEM DOES INHIBIT
THEIR USE.
However, it would also appear that, within four to five years,
many journal titles can be stored without adversely affecting user
access to them. In the sequestered study, there were 90 titles
which received five or less uses up to and including requests for
1985 articles and 61 titles which received ten or more uses for
that same span of holdings. In the open study, 105 titles received
five or less uses up to and including requests for 1986 articles
and 59 journals had ten or more uses for that holdings span. These
data suggest that OBSOLESCENCE OCCURS WITHIN FIVE YEARS for many
journal titles. These results also indicate that HIGH-USE TITLES
DO NOT LEND THEMSELVES TO STORAGE and/or SERVICE VIA ILL or
DOCUMENT DELIVERY.
The end of this article includes a list of titles which were
heavily-used by Buffalo in both studies. A comparison of lists of
the top-20 journals during the Title II-D sequestered study with
the top-20 titles from the CLR open stack use study reveals some
interesting information. 9 of Buffalo's most-used open titles
appeared among the top-20 most-used of two or more of the centers
in the closed stack study; and 12 of Buffalo's most-used open
titles were among the top-20 most-used sequestered titles for all
four centers combined. 11 of the titles from the Buffalo top-20
list in the closed study reappeared on the open study list.
However, 8 titles on the open list were new to any center's top-20
list. 9 of the titles which were among Buffalo's most heavily used
in the closed study did not appear on the open list. 6 of these 9
also appeared on the SUNY center-wide top-20 list from the closed
study. These data would indicate that JOURNAL USE PATTERNS VARY
FROM YEAR TO YEAR and that STORAGE AND CANCELLATION DECISIONS
SHOULD NOT BE BASED SOLELY UPON A YEAR'S WORTH OF JOURNAL USE DATA.
These data also show that A GENERALIZED "CORE" LIST OF TITLES WILL
NOT NECESSARILY REPRESENT THOSE TITLES WHICH ARE MOST HEAVILY USED
AT A PARTICULAR INSTITUTION.

FURTHER STUDY:

Once CLR-use data from the other three SUNY center libraries
has been collected and entered, it will be possible to compare the
patterns of use of Buffalo patrons with those of the other centers
and to determine whether the results reported above are consistent
with those of other university user communities. Since UB requests
accounted for 40% (3623) of the 8905 total Title II-D transactions,
we can assume that a similar amount of data on the open-stacks use
of the other three collections should be available for analysis
soon.
We already know from analysis of the Title II-D data that
about 25% of the 200 titles studied were used more than fifty
times, while about 25% were used ten or less times. A system-wide
list of the 23 most heavily used titles in that study accounted for
41% of all the requests received system-wide. However, only 3 of
these titles appeared to be heavily used at all four centers, only
5 appeared on the heavily used list of three of the four centers,
and 10 appeared on the heavily used list of two of the four
centers. It could be instructive to compare rank order lists from
the Title II-D study with those derived from use data from the CLR
study as has already been done with the Buffalo use data.
These two studies were undertaken to provide a basis upon
which modified collection development policies at the four campuses
could be formulated. Potential for cooperation among the libraries
of the four institutions has not yet been tapped. The extent to
which the data which have been collected can help inform
cooperative collection development at the four SUNY centers remains
to be seen.
