Dear LIBRES Subscribers,

LIBRES is preparing to enter Phase 3 of our development plans.
That is LIBRES will begin to become peer-reviewed.  Some
other changes are being contemplated,including changing the distribution
date and frequency.

If you have suggestions or ideas plese reply to this message.
The June/July/August issues of LIBRES will
be compacted into a single Summer issue that will be distributed in
August.  Hopefully that issue will be the first in Phase 3.

If you have articles, papers, or research reports that you would like
to have distributed on LIBRES please forward them to EDITORS@KENTVM.KENT.
