LIBRES 2.11 Report Table of Contents 1. LIBRES Phase Two. by Diane K. Kovacs ======================================================================== 1. LIBRES is ready to begin phase two of its existance. In keeping with the format of LIBRES, your comments and discussion on the form that phase two can take are welcomed. LIBRES is the product of the contributions of its subscribers. The first phase of LIBRES was an exploration to discover what the parameters of our idea could be. We based our initial plan on the description of scholarly communication in "How Scholarly Communication Should Work in the 21st Century" (C&RL 51(1): 5 Jan. 1989) Our plan was to provide a place for publication/pre-publication and then discussion of Library and Information Science research reports, articles, drafts and proposals. LIBRES has flourished. There are nearly 1000 subscribers from 35 countries. We had not actively solicited submissions yet we have had an article, report, draft, or proposal for every issue. The resulting discussions have been interesting and in the case of the proposals and draft reports very useful for the authors. We've explored the subjects of: copyright in the electronic library, user studies, total quality management and a variety of other topics. The second phase of LIBRES involves more clearly identifying LIBRES as an e-journal and actively soliciting submissions. In this second phase LIBRES will emulate the e-journal PSYCOLOQUY in leaving copyright in the possession of the author. Stevan Harnad, Editor of PSYCOLOQUY, is a member of our Advisory Group. His concept of "Scholarly Skywriting" -- rapid, interactive peer discussion of scholarly works -- is a great strategy for using electronic publishing to meaningfully enhance traditional publication modes. PSYCOLOQUY is refereed. LIBRES will will not be refereed in phase two. LIBRES in phase three could become a refereed electronic journal. That is for the LIBRES subscribers to direct. LIBRES will publish 1 or 2 submissions per month in order to make discussion simpler. If several submission on similar topic areas are received then we will consider publishing them all in one issue. The Editors and Advisors of LIBRES thank you for being a part of this exciting project.
