send mail problem!

I used to use outlook express...
However, since I fomatted hard disk and reinstalled windows98, I cannot send
any mail in outlook express.  I can get all mails and all things posted in
news group. I just cannot send mail..
When I tried to send mail, error message pops up like this..

The connection to the server has failed. Account: 'cis.ohio-state.edu',
Server: 'smtp.service.ohio-state.edu', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I do not know what is the problem..  Please,, somebody helps me out!!
