In response to Jose's note today, I tried a similar argument the past couple
of years.

When I talked to the IRS office here in San Diego, and with the university's
student fellowship and grants officer, it was determined that my stipend
is taxable. I argued that it was a loan, and that other people around
the country have received refunds on their MSTP stipends from the IRS.

They said that it is a grey area, and it is subject to the local whims of
each IRS office around the country.

They felt however that the MSTP stipend is only a loan, if you default on
the agreement and payback the money you received.

If you don't default on the program, the money is not considered a loan. It
is a stipend and therefore taxable.
