SOME VERSES FROM THE QURAN................................

I seek refuge in Allah from the rejected Satan.
In the name of Allah the Most Beneficient, the Most Merciful.

002.221 Do not marry unbelieving women (idolaters), until they believe: A
slave woman who believes is better than an unbelieving woman, even though she
allures you. Nor marry (your girls) to unbelievers until they believe: A man
slave who believes is better than an unbeliever, even though he allures you.
Unbelievers do (but) beckon you to the Fire. But God beckons by His Grace to
the Garden (of bliss) and forgiveness, and makes His Signs clear to mankind:
That they may celebrate His praise.
(translation from Abdullah Yusuf Ali's text)

Abdullah Yusuf Ali's commentary on the verse (footnote 246):
------------------------------------------------------------
Marriage is a most intimate communion, and the mystery of sex finds its
highest fulfilment when intimate spiritual harmony is combined with the
physical link. If religion is at all a real influence in life to both parties
or to either party, a difference in this vital matter must affect the lives of
both more profoundly than differences of birth, race, language, or position in
life. It is therefore only right that the parties to be married should have the
same spiritual outlook. If two persons love each other, their outlook in the
highest things of life must be the same. Note that religion is not here a mere
label or a matter of custom or birth. The two persons may have been born in
different religions, but if, by mutual influence, they come to see the truth
in the same way, they must openly accept the same rites and the same social
brotherhood. Otherwise the position will become impossible individually and
socially.

From: (CAIR )
Subject: CAIR: Muslim Woman Denied Job for Refusing to Remove Head Scarf

In the name of God, the Compassionate, the Merciful

CAIR Action Alert

MUSLIM WOMAN IN VIRGINIA DENIED JOB FOR REFUSING TO REMOVE
HEAD SCARF

(WASHINGTON, DC - April 10, 1996) - CAIR has been contacted
by a Muslim woman in Northern Virginia who says she was not
allowed to report for work at a Quality Inn hotel when she
refused to remove her head scarf.

According to the woman, she went to her second interview for
the position of part-time desk clerk on Monday. The hotel
manager allegedly asked the woman, "When would you like to
start?" She replied that she would like to start
immediately. The manager then allegedly said she should
report for work at 9 a.m. the next day, and added, "See you
tomorrow, dress nice, but without the 'headpart.'" The woman
said that she was sorry, but she could not remove her scarf.
The manager then allegedly said, "I'm sorry too," and walked
away.

The hotel owner claims the woman was never offered the job,
but he admits the only reason for not hiring her was the
refusal to remove the scarf. The owner also says that a
scarf is not permitted because of hotel uniforms and that
other staff might want to wear head coverings if he hired
this woman. In a phone conversation with CAIR, the hotel
owner made reference to "Indians" who might wear "feathers"
to work.

"This company is saying in practical terms that they will
never hire a Muslim or Jewish woman wearing a head covering,
a male Sikh who wears a turban or a Jewish man who wears a
yarmulke. I don't think that is the kind of message any
company should be sending to potential employees and guests
as American society becomes increasingly diverse," said CAIR
Executive Director Nihad Awad. Awad added that CAIR deals
with the issue of Islamic dress on a daily basis. He said
CAIR's Northern California office recently took up the case
of a Muslim woman denied entrance into a courtroom because
of her head scarf. In that case the authorities apologized
and said it would never happen again.

IMMEDIATE ACTION REQUESTED:

The Quality Inn chain is part of Choice Hotels
International, based in Silver Spring, Md. Choice Hotels

Church, Va., to demand that this woman be re-hired: Mr.
Phillip Kirby, Hotel Financial Services, 6633 Arlington
Boulevard, Falls Church, VA, 22042.
TEL: 703-532-9000 FAX: 703-237-0730 As always, be POLITE,
but firm.

2) CONTACT CHOICE HOTELS INTERNATIONAL to protest the action
of their franchisee: Mr. Donald Landry, President, Choice
Hotels International, 10750 Columbia Pike, Silver Spring,
MD, 20901 TEL: 301-989-6300 FAX: 301-681-7478 (FAX COPIES
of all letters to CAIR at 202-638-6412.)

3) CONTACT GUEST RELATIONS to let them know you will not
stay at one of their hotels until the woman is re-hired.

discrimination to CAIR.

Note: Each Action Alert costs CAIR about $500. Please

by helping plan a fundraising event.

FOR REFUSING TO REMOVE HEAD SCARF
Islamic group to hold news conference outside hotel

What: On Monday, April 15, the Council on American-Islamic
Relations, a Washington-based Islamic advocacy organization,
will hold a news conference outside a Falls Church, Va.,
hotel that allegedly fired a Muslim woman for refusing to
remove her head scarf.

According to the woman, at her second interview for a
position as part-time desk clerk at the Quality Inn Governor
in Falls Church, the hotel manager allegedly asked, "When
would you like to start?" She replied that she would like to
start immediately. The manager then allegedly said she
should report for work at 9 a.m. the next day, and added,
"See you tomorrow, dress nice, but without the 'headpart.'"
The woman said that she was sorry, but she could not remove
her scarf. (see attached "Islamic Dress in the Workplace
Q&A") The manager then allegedly said, "I'm sorry too," and
walked away.

The hotel owner claims the woman was never offered the job,
but he admits the only reason for not hiring her was the
refusal to remove the scarf. The owner also says that a
scarf is not permitted because of hotel uniforms and that
other staff might want to wear head coverings if he hired
this woman. In a phone conversation with CAIR, the hotel
owner made reference to "Indians" who might wear "feathers"
to work.

"This company is saying in practical terms that they will
never hire a Muslim, Christian or Jewish woman wearing a
head covering, a male Sikh who wears a turban or a Jewish
man who wears a yarmulke. I don't think that is the kind of
message any company should be sending to potential employees
and guests as American society becomes increasingly
diverse," said CAIR Executive Director Nihad Awad. [CAIR
helped resolve a number of similar cases.]

The Quality Inn chain is part of Choice Hotels
International, based in Silver Spring, Md. Choice Hotels
include Quality Inn, Comfort Inn, Clarion Inn, Sleep Inn,
Roadway Inn, and Econolodge. Most hotels in the chain are i
ndividually-owned franchises.

When: Monday, April 15, 11 a.m.

Boulevard, Falls Church, Virginia

ISLAMIC DRESS IN THE WORKPLACE Q&A

Q: What are the requirements for Muslim women's dress?
A: Rules regarding Muslim women's (and men's) attire are
derived from the Quran, Islam's revealed text, and the
traditions (hadith) of the Prophet Muhammad (peace be upon
him). In the Quran, God states: "Say to the believing men
that they should lower their gaze and guard their
modesty...And say to the believing women that they should
lower their gaze and guard their modesty; that they should
not display their beauty and adornments except what (must
ordinarily) appear thereof; that they should draw their
veils over their bosoms and not display their beauty except
to their husbands, their fathers...(a list of exceptions)"
[Chapter 24, verses 30-31] Also, "O Prophet! Tell thy wives
and daughters, and the believing women, that they should
cast their outer garments over their persons...that they
should be known and not molested." [Chapter 33, verse 59]

In one tradition, the Prophet Muhammad is quoted as saying:
"...If the woman reaches the age of puberty, no part of her
body should be seen but this --- and he pointed to his face
and hands."

>From these and other references, the vast majority of Muslim
scholars and jurists, past and present, have determined the
minimum requirements for Muslim women's dress: 1) Clothing
must cover the entire body, with the exception of the face
and the hands. 2) The attire should not be form fitting,
sheer or so eye-catching as to attract undue attention or
reveal the shape of the body.

There are similar, yet less obvious requirements for a
Muslim male's attire. 1) A Muslim man must always be covered
from the navel to the knees. 2) A Muslim man should
similarly not wear tight, sheer, revealing, or eye-
catching clothing. In addition, a Muslim man is prohibited
from wearing silk clothing (except for medical reasons) or
gold jewelry. A Muslim woman may wear silk or gold.

Q: Is Islamic dress appropriate for modern times?
A: Islamic dress is modern and practical. Muslim women
wearing Islamic dress work and study without any problems or
constraints.

Q: Does Islamic dress imply that women are submissive or
inferior to men?
A: Islamic dress is one of many rights granted to
Islamic women. Modest clothing is worn in obedience to God
and has nothing to do with submission to men. Muslim men and
women have similar rights and obligations and both submit to
God.

Q: But aren't there Muslim women who do not wear the
head cover, hijab?
A: Some Muslim women choose not to wear hijab. Some may
want to wear it but believe they cannot get a job wearing a
head scarf. Others may not be aware of the requirement or
are under the mistaken impression that wearing hijab is an
indication of inferior status.

Q: Why is Islamic dress becoming an issue for personnel
managers and supervisors?
A: The Muslim community in American is growing rapidly.
Growth factors include conversions to Islam, immigration
from Muslim countries and high birth rates for Muslim
families. As the community grows, more Muslim women will
enter the work force. In many cases, these women wish both
to work and to maintain their religious convictions. It
should be possible to fulfill both goals.

Q: What issues do Muslim women face in the workplace?
A: Muslim women report that the issue of attire comes up
most often in the initial interview for a job. Some
interviewers will ask if the prospective employee plans to
wear the scarf to work. Others may inappropriately in

quire about religious practices or beliefs. Sometimes the
prospective employee, feeling pressure to earn a living,
will take off the scarf for the interview and then put it on
when hired for the job. Modest dress should not be equated
with incompetence.

Other issues include unwanted touching or pulling on scarves
by other employees, verbal harassment or subtle ostracism
and denial of promotion. Many Muslims also object to being
pressured to attend celebrations of other religious
traditions or to attend employer-sponsored celebrations at
which alcohol is served.

Q: What can an employer reasonably require of a woman
wearing hijab?
A: An employer can ask that an employee's attire not
pose a danger to that employee or to others. For example, a
Muslim woman who wears her head scarf so that loose ends are
exposed should not be operating a drill press or similar
machinery. That employee could be asked to arrange her hijab
so that the loose ends are tucked in. An employer can ask
that the hijab be neat and clean and in a color that does
not clash with a company uniform.

Q: What are the legal precedents on this issue?
A: Many cases have demonstrated an employee's legal
right to reasonable accommodation in matters of faith.
Examples: 1) The failure of other Muslim employees to wear
head scarves is legally irrelevant. The employee need o

nly show sincerely-held religious beliefs. (E.E.O.C. v.
Reads, Inc., 1991) 2) There are no health or safety concerns
at issue. (Cf. E.E.O.C. Dec. No. 82-1, 1982, also E.E.O.C.
Dec. No. 81-20, 1981) 3) Companies cannot give effect to
private biases. In other words, just because an employer
believes customers will be prejudiced against a woman in a
scarf, that does not mean the employee can be fired. (Palmer
v. Sidoti, 1984, also Cf. Sprogis v. United Air Lines, Inc.,
1971) 4) An employer must demonstrate "undue hardship"
caused by the wearing of religious attire. (TWA v. Hardison,
1977) Hardships recognized by the courts include cost to the
employer or effect on co-workers. 5) Dress codes can have
disproportionate impact on certain faiths. (E.E.O.C. Dec.
No. 71-2620, 1971, also E.E.O.C. Dec. No. 71-779, 1970)

                        GAMBLING DEFEATED IN THE HOUSE

                                . . . ON TO THE SENATE

On March 5, the House of Representatives passed by voice vote H.R. 497, the
Gambling Impact and Policy Act, sponsored by Rep. Frank Wolf. This
legislation would establish a national commission to study the economic and
social impact of gambling on our communities.

We must keep the pressure on to get the Senate to pass S. 704, the Gambling
Impact Study Commission Act, sponsored by Senators Paul Simon and Richard
Lugar. The gambling industry is working feverishly to weaken, if not
outright kill, this legislation.

Action Requested:

Mobilize your community to urge your senators to co-sponsor S. 704 if they
have not done so (see the list below of those Senators who have co-sponsored
S. 704 to date). Tell them to oppose provisions by the gambling industry to
weaken the bill, such as the restriction commission recommendations, the
removal of subpoena power of the commission, and any other weakening amendments.

                Hon. _____________
                U.S. Senate
                Washington, DC 20510
                Capitol Switchboard: (202) 224-3121

S. 704 is now before the Senate Governmental Affairs Committee. The
following members of the committee are key for its passage: Ted Stevens
(R-AK), William Roth (R-DE), Cohen (R-ME), Thompson (R-TN), Cochran (R-MS),
McCain (R-AZ), Smith (R-NH), Brown (R-CO, Nunn (D-GA), Levin (D-MI), Pryor
(D-AR), and Akaka (D-HI).

Co-sponsors of S. 704: Simon (D-IL), Lugar (R-IN), Gorton (R-WA), Lieberman
(D-CT), Kyl (R-AZ), Hatfield (R-OR), Warner (R-VA), Grassley (R-IA), Coats
(R-IN), Feinstein (D-CA), Kassebaum (R-KS), Hatch (R-UT), Dorgan (D-ND),
