When I was in Europe in October, I couldn't get a telnet session open
with a host in the Eastern Time Zone because of the performance of the
backbone circuit running between Scandanavia and North America.

Therefore, this third suggestion concerns me a little bit. Nets in Europe
and Australia are usually linked to the North American IP-Internet using much
'leaner' broadband lines than those we take for granted in the North
America (256K is a common backbone in Europe, compared to the predominant
T3 and T1 lines in North America). Even if the host is not in a North
American time zone, there may be processes running on the overseas machine
(such as batch processed mail queues or FTP mirror jobs) which need the
trans-atlantic/pacific bandwidth to run in a reasonable time.

For this reason, many FTP sysops overseas will mirror their archives into
a host in North America, and request that people access that host rather
than tying up their tran-atlantic/pacific circuits with FTP sessions.
I'm not sure that picking a host overseas is acceptable until you have
exhausted your local/regional resources.
