Evaluating WEB-BASED Instruction

This has been a nice discussion of web page quality/accuracy.

New topic: Does anyone have information on web-based instruction?

Eg, someone writes an lesson on the web.
How do I review the educational/instructional design?
How do I assess that it is more than electronic page turning?
What software programs support good instructional design?
How is a web page designed by an instructional designer "better than" a
page created by an undergraduate paid $6 an hour?
