Craig,

Does an opinion count as information? You will need to judge that for
yourself. Here are my thoughts!

How do I review the educational/instructional design?

My concern would be less on the process and more on the results. Does
it focus on results? Does it provide specific skills, knowledge, or
behavioral learning that will drive my results? If so, I am not
concerned with the ISD process behind it -- the results will show me
whether they have followed a good process or not.

How do I assess that it is more than electronic page turning?

My primary evaluations are in the work environment. I won't buy anything
from a vendor who won't provide me a demo. Off the shelf evaluation
is more difficult. Perhaps you've discovered a niche market opportunity?
Demo the program before you buy, similar to the BlockBuster Music "listen
before you buy" practice?

What software programs support good instructional design?

Are you asking for programs which teach ISD, or programs which
consistently follow a solid ISD model?

How is a web page designed by an instructional designer "better than" a
page created by an undergraduate paid $6 an hour?

It isn't, if it doesn't provide the results!
