Merv Koehlinger commented that in the problem of an impulse delivered perpendicular to one end of a rod, rotation is caused by frction between the rod and whatever it is lying on. The rod will rotate even floating in space, because the impulse produces a torque about the center of mass. The rod will also acquire a translational velocity in the direction of the impulse.
