All the raindrops in that volume will strike him and make him wet But if the rain is falling at a constant rate, the number of rain drops per unit volume will be constant. And since the runner traces the same volume whether he walks or runs, he should get equally wet both ways. However, this does neglect the raindrops falling on the runner's head. Obviously more raindrops will hit him if we walks slowly. So in this sense, it is more asvantageous to run. Besides running allows you to get home and dry off more quickly. Hope this helps.
