Hi Robert,
You know, from my seat in the bleachers, Quality
is easy to implement and easy to reap benefits from.
The problems are when leaders act as managers.
Taking the gist from your quote - they don't know
any better. Being good managers is what got
them to leadership positions.

Look at the new speaker of the House. He's an
excellent manager, at least he says he is...:). But
managers that manage by force and/or intimidation,
and that is just my perception of him at this time,
tend to hold organizations back because fresh ideas
and new ways of doing things often make them
uncomfortable.

I don't think quality is important to them. Let me
restate that. Quality of product is important to them
or things like quality control or anything else that
can be counted. Numbers, important or not, are
details and they like details... Ever notice how easy
it is to get lost in details...it can easily amount to too
much information about less important issues.

Anyway I don't think quality is a fad, quality isn't
dead either, but quality sure has a long way to go.
I don't think we will see quality making huge strides
until management is taught the principles and rewarded
for managing this way.

It seems to me that talking in their language
doesn't get them promoted, it just prompts their lip
service to quality as one more requirement to
promotion.

just my perceptions...
