A friend of mine who studied the subject explained the "merger and
takeover" frenzy of the mid-80's as really being a system for removing
the job security of entrenched top managment of large, publically-held
corporations, and thus forcing them to work for the benefit of the
shareholders rather than themselves.

I find it interesting that the wave of quality programs dates from the
same era, and that all quality training stresses that top managment
support is critical to making quality programs work.

Perhaps the usefulness of fear depends on what sorts of actions
employees avoid out of fear.  If they fear to "rock the boat", fear
will be immensely counterproductive.  If employees fear causing the
company to make less profit (and thus going bankrupt), fear will be
very effective in clearing out cronyism, inefficiency, politics, and
many other counterproductive tendencies.
