I agree that fear is a personal thing (my interpretation of what you said)
I also believe that there are occasions that no matter what a manager
does, he/she may work hard to create a fearless environment, people
may still have fear.  In highly politized organizations the manager
who tries to oiperate without fear may be viewed by subordinates as
naive and uninfluential.
